PSC - INL Senior Advisor for the International Law Enforcement Academy Program, INL/C ILEA Issuance Date: 05/14/2012 Closing Date: 06/17/2012 SOLICITATION NUMBER: PSC-12-059-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. POSITION TITLE: INL Senior Advisor for the International Law Enforcement Academy Program 6. MARKET VALUE: $89,033 - 115,742 (GS-13 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: Washington, DC 9. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND This position is located in the Bureau for International Narcotics and Law Enforcement Affairs (INL), Office of Anti-Crime Programs (INL/C), Criminal Justice Programs Division (INL/C/CJ). The Division is responsible for the coordination of all International Law Enforcement Academy (ILEA) training and technical assistance activities conducted by USG law enforcement agencies. The Division chairs the ILEA interagency Steering Group, serves as a resource on training matters to the Department, various interagency working groups, and a Policy Board consisting of senior representatives from the Department of State, Department of Justice, Department of Homeland Security, and Department of The Treasury. Purpose The contract position serves as an ILEA Senior Advisor for the Criminal Justice Programs Division and provides assistance in the management of the ILEA program. The incumbent's work will focus on one or more of the five International Law Enforcement Academy (ILEA) portfolios which are located in Hungary, Thailand, El Salvador, Botswana and Roswell, New Mexico and may also assist with other regional (non-ILEA) training programs. Position Location: The physical work location is located at INL/C's office located at 1800 G St. NW, Washington D.C. Level of Effort: The position is full-time, with a minimum of 40 hours per week. Hours for the position will be the core hours of the Department of State: 08:15 am to 5:00 pm M-F. Travel: Travel to one or more ILEAs is anticipated for this position. B. STATEMENT OF WORK Duties and Responsibilities: The senior advisor will report to the ILEA Team leader and: • Work as part of a team responsible for managing the ILEA program under the direction of the team leader. • Advise the ILEA Team Leader on the daily implementation of the ILEA program; to include logistical support (cables, student selection criteria, student travel arrangements, etc.) for ILEA training sessions, prepare papers and correspondence concerning ILEA program issues, and provide general support of the global ILEA program as directed. • Establish and maintain professional relationships with office and other INL colleagues, members of USG law enforcement agencies involved in ILEA, and USG personnel assigned to US Embassies that are associated with particular ILEAs. • Provide program guidance to the team leader as well as Federal law enforcement agencies on the administration of ILEA training programs. • Support monitoring and the implementation and performance of ILEA training being conducted by Federal law enforcement agencies and non-governmental organizations. • Draft a variety of technical, programmatic, funding, and informational memoranda and letters; assists in the preparation of Congressional testimony or responses to questions, press guidance, and interagency documents in accordance with Department policies and regulations. • Liaise with the ILEA Steering Group, intra-agency meetings, other agencies and NGOs, advising them of stated policy on ILEA issues to include briefings, both written and oral, to senior officials. • Provide advice to the team leader for the ILEA Policy Board on recommendations developed by the ILEA Steering Group. • Support training and outreach program initiatives and follow-on implementation in support of the International Law Enforcement Academy (ILEA) program. • Assist the team leader on drafting, reviewing and amending procurement requests and task orders as assigned. • Plan and manage ILEA program operational funds in coordination with partner agencies and host nation advisory committees. • Draft Interagency Agreements with partner agencies for the delivery of training at the regional ILEAs. • Provide assistance to team members on operational issues of assigned programs, serving as formal "back up" officer for other team members as required. • Portfolio may shift due to variations in workload, or needs of the office. C. QUALIFICATIONS Minimum Qualifications: • U.S. Citizenship and the ability to obtain a Department of State (DOS) Secret security clearance • Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities. • Possess a minimum of 3 years experience working with the Department of State. • Possess a minimum of 2-4 years experience managing the development and delivery of international training with foreign government partners and USG agencies. • Experience in directing, developing and providing oversight for a multi-facetted training or education facility. • Knowledge of drafting and monitoring performance based contracts. • Ability to operate independently, exercising oversight over existing and future operations and procurements. • Prior experience with and knowledge of the State Department's foreign assistance process, the structure and hierarchy of U.S. embassies, and familiarity with the interagency law enforcement community. Preferred Qualifications: 1. Experience working and coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Homeland Security). 2. Excellent oral and written English communication skills. 3. Superior interpersonal skills. D. EVALUATION CRITERIA Factor 1 Ability to communicate effectively both orally and in writing. (20 points) Factor 2 Ability to implement INL rules, policies, and regulations. (20 points) Factor 3 Ability to manage current programs and assist in developing and implementing initiatives in the ILEAs in Hungary, Thailand, El Salvador, Botswana and Roswell, New Mexico. (20 points) Factor 4 Ability to liaise with U.S. embassies, other State Department offices, members of relevant USG agencies, Host Nation representatives, and the international community in developing and coordinating INL programs. (20 points) Factor 5 Ability to support the foreign assistance process through budget narratives and justifications. (10 points) Factor 6 Previous experience and quality of past performance. (10 points) E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
