Description
PORTABLE FISH ANALYZER SOLICITATION - NFFP4000-12-03312JR ****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with RJL Systems, Inc., located at 33939 Harper Avenue, Clinton Township, MI 48035-4218, for the purchase of a commercially available Marlin Fish Board, Model 101B. ****The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA)/NMFS Auke Bay Laboratories market research in determining that RJL Systems, Inc., is the only source than can provide a portable fish analyzer required to consist of a needle electrode arrays that are mounted on an electronic fish board and connected to a fish specific impedance analyzer with the following specifications: Specifications: 1. Waterproof 2. Have signal and detecting electrodes, thermometer, and length scale built into the unit 3. Be capable of measuring resistance, reactance, phase angle, temperature, detector length, and total length of the fish 4. Have an screen to view data 5. Be capable of storing data from item #3 both on a computer and on a memory card 6. Capabilities of running on batteries or plugged into energy source 7. Portable 8. Be reproducible 9. Be capable of inserting species specific model parameters to allow real time measures of fat, protein, dry weight, fat-free, water and ash weights. 10. Delivery date no later than August 1, 2012. ***This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $150K). This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. End
