Description
NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia intends to acquire Education and Training Services to support the Naval School Explosive Ordnance Disposal (NAVSCOLEOD), at Eglin Air Force Base, Florida. Services will include instruction of military and civilian personnel, related instructional support, curriculum maintenance, and curriculum development for course in the areas of Explosive Ordnance Disposal (EOD). It is intended that the resultant solicitation will be set-aside for exclusive participation by Service-Disabled Veteran Owned Small Businesses (SDVOSB). The resultant solicitation shall include a one-year base period of performance, and contain provisions for two (2) additional, consecutive, twelve (12) month option periods. It is anticipated that a firm fixed-price contract will be awarded as a result of the solicitation. The closing date for receipt of proposals will be established in the Request for Proposals (RFP). It is intended to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the solicitation. The source selection will consider the offerors ™ Technical Proposal more important than the offerors ™ Price/Cost Proposal. The applicable North American Industrial Classification System (NAICS) Code and Small business size standard are 611699 and $7M, respectively. Upon its release, the RFP will be made available electronically at www.neco.navy.mil. All qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) are encouraged to submit proposals for consideration to the Government. Contractors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their online representations and certifications application (ORCA) prior to submittal of a proposal.
