Description
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate a cost-plus-fixed-fee award, on a sole source basis. This non-competitive requirement is for attaining operational status within safety parameters of a laboratory glovebox, built for the US Army Medical Research Institute for Chemical Defense (MRICD) at Aberdeen Proving Grounds, Maryland. The completed service award will include a one year limited warranty on parts and labor on the STERIS mVHP system and other components, not including consumables. Issuance of an award is planned to Strategic Technology Enterprises, Inc. (STE), a subsidiary of STERIS Corporation, 5960 Heisler Road, Mentor, OH. MRICD, in consultation with the contracting officer, has determined that the circumstances of this contract action deem only STE reasonably available to complete the services required. This is a follow-on requirement to a previously built glovebox with integrated decontamination system. The STERIS method of hydrogen peroxide and ammonia vapor decontamination has been proven effective in the destruction of chemical warfare agents but integration of this system with a multi-workstation glovebox involves significant technical challenges that STE has pre-existing knowledge and capability to address without duplication of costs. Services to be performed are not commercial in nature due to the specific MRICD requirements of performance. Without STE services, the glovebox will not be fully operational with its integrated decontamination system. Specific research projects may not be undertaken until operational status is in full compliance with safety parameters. This is a notice of intent to award on a non-competitive basis. This is not a request for proposal. No solicitation is forthcoming as the exception at FAR 5.202(a)(13) is applicable to this requirement. The determination not to compete this proposed contract action is solely within the discretion of the Government. A justification and approval document will be posted after award issuance to STE. The Government will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to issue an award for services described herein. Interested parties must provide evidence of their capability to fulfill this requirement no later than May 29, 2012 by 12:00 P.M. Eastern Daylight Saving Time to: Scot Plank, Contracting Officer, via e-mail at scot.b.plank@amedd.army.mil. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not hinder MRICD laboratory operations. The Government will not be responsible for any costs incurred by responding to this notice.
