Description
1. CONTRACT INFORMATION. The U.S. Army Corps of Engineers (USACE), Portland District (CENWP), Hydroelectric Design Center (HDC) proposes to award two contracts for computer and software engineering and design services. The contracts will be staggered at a three month interval. A Professional Services Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price Contract will be awarded under this solicitation utilizing Brooks Act procedures. This will be a Best Value, Two Phase procurement process. Phase I will be technical evaluation; Phase II will be offered to the most highly qualified firms (minimum of 2). Each contract shall be for one base period of $1 million, with the option of four additional periods of one year and $1 million each. Option periods may be exercised at the discretion of the Government before expiration of the previous periods. The maximum amount of each task order shall not exceed the annual contract amount. This announcement is open to small businesses only. The size standard for this procurement is $25.5 million. The estimated start date is September 2012. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award a firm must be registered in the DoD Central Contract Registry (CCR). Register via the CCR Internet Site at http://www.ccr.gov or by contacting the CCR Help Line at 1-800-227-2423. Personnel provided for this contract must be experienced in disciplines which would enable performance on a wide variety of projects. Specifically required will be project managers/technical managers, computer engineers, computer scientists, electrical engineers, and software engineers (registration not required), and certified cost estimators. 2. PROJECT INFORMATION. The Contractor shall provide engineering and programming support for a wide array of tasks to support engineering and design of the Government's GDACS system. Typical services include, but are not limited to the following: a. Software engineering and design utilizing Microsoft Windows, Linux, and Intel based systems, C++ programming skills, etc. b. Develop and implement new features as directed to enhance GDACS functionality for future projects. c. Modify the GDACS build and test system to incorporate all changes for the new GDACS application functionality as necessary. d. Update the software maintenance manual to capture programming refinements and changes. e. Provide field test procedures to verify and demonstrate that software and databases developed under this contract meet performance requirements utilizing appropriate tests that cannot be accomplished as a factory test. f. Provide cyber security support for SCADA systems. This is to include writing appropriate documentation as well as programming firewalls, routers, and other networking equipment. 3 SELECTION CRITERIA. To be considered for selection, responses must comply with the requirements for this announcement and must be submitted prior to the closing date. Selection criteria for this contract will be based upon the following. Criteria a-e are primary. a. Specialized Experience. Demonstrated experience must have been performed within the last three years. Contrary to information printed on the SF 330, small business offeror's may provide demonstrated projects in support of this criterion. Demonstrated specialized experience and technical competence in the following areas: (1) An in-depth proficiency in operational aspects of the computer systems and software applications, including multiple Microsoft Windows and Linux Intel based systems. Also requires proficiency in direct communications (network) links attached to equipment. Candidates shall possess a high-level working knowledge of computer applications such as: Windows Operating Systems, Linux/Unix Operating Systems, parallel processing, message bus architectures (e.g., CORBA, DDS), and command and control system architecture and software applications (e.g., SCADA). (2) Working knowledge of the system design and development philosophy and software elements including: Agile process development, C++ design patterns and common and advanced programming idioms, Java, object-oriented and scripting languages (Ruby, Python, Perl, VB script, etc). (3) Working knowledge of SCADA and industrial control systems, particularly pertaining to the hydropower industry. Candidates must be able to program PLCs and all other components of a typical SCADA. (4) Working knowledge of GDACS system design and development philosophy and software elements. (5) Working knowledge of cyber security including ability to program firewalls, routers, and other networking equipment. b. Professional Qualifications. Professional qualifications of the personnel to be assigned to this project. Required disciplines are as follows. The evaluation will consider education, registration, and longevity of relevant experience. (1) Computer Engineers, (2) Computer Scientists, (3) Software Engineers, (4) Electrical Engineers, (5) Programmers. c. Quality Control. (1) Description of management approach firm would use on this contract if successful offeror. Include organization chart showing inter-relationship of management and multi-disciplined team components. Indicate strategy to comply with requirement that 51% of the services must be performed in-house by the small business prime. (2) Description of quality control processes used by the firm. d. Past Performance. Past performance on contracts with Government agencies and private industry over the past 5 years in terms of cost control, quality of work and compliance with performance schedules. Primary evaluation shall consist of information contained within the DOD Architect-Engineer Contract Administration Support System (ACASS). Secondary evaluation shall consist of other Federal and/or State of private performance information provided by the Contractor. For consideration under the secondary evaluation factor, the Contractor shall provide reference information to include project name, point of contact, current phone number and email address. Also include any ratings, letters of appreciation, awards, etc., for relevant experience. e. Capacity. The Contractor shall demonstrate capacity to perform multiple task orders concurrent in the required time, flexibility to add resources when required, and strength of project management to include communications, project tracking, and issue resolution. f. Volume of DoD Work. In the event of a tie, the volume of DoD contracts awarded within the last 12 months will be evaluated. 4. SUBMISSION REQUIREMENTS. All firms which meet the requirements described in this announcement are invited to submit four copies and one CDROM of Part I and Part II of the SF 330 (6/2004) for the prime and all consultants, to the below address no later than close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business of the next business day.
