- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for a regenerative commercial rechargeable battery test system that shall have a minimum of 2 stations that can charge and discharge batteries up to 780 V DC at currents up to 280 amperes. The system shall contain two channels, and each channel shall be capable of operating over a voltage range of 250-780V DC at 160KW `power, and able to change and discharge batteries over a voltage range of 20 to 780V DC. This system shall be easily upgradeable in the field and maintained in the field. Delivery will be required FOB Destination NSWC Crane180 days after contract award, with inspection and acceptance at destination. The solicitation will be issued under the FAR Part 12 and will use commercial procedures. A firm fixed-price contract is anticipated. The Contractor must be properly registered in the Government Central Contractor Registration (CCR) to receive an award. Offerors may obtain information on CCR registration and annual certificate requirements by calling 1-888-227-2423, or via the internet at https://www.bpon.gov/cer/. In accordance with FAR 4.1201, the contractor shall also complete electronic annual representation and certifications via the Online Representations and Certifications Application (ORCA) website at https://orca.bpn.gov/ in conjunction with required registration in the CCR database. Inspection and acceptance shall be at destination. The solicitation will be available at FedBizOpps and NECO and no hard copies of the solicitation will be mailed. Submitting a bid from the NECO website by clicking on the Submit Bid does not guarantee offers will be received by the proper person in the correct format.
