Kennedy Space Center plans to issue a Request for Proposal (RFP) forNNK12435021R, Construction of Revitalize KSC Water and Waste Water Systems, Phase 4 JohnF. Kennedy Space Center, Florida. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO:The primary task of the construction firm will be the revitalization of Kennedy SpaceCenters water distribution and waste water collection system. A list of tasks associatedwith the proposed work includes, but is not limited to, the following: Replacement of over 125,000 linear feet of existing asbestos cement potable water mainswith ductile iron pipe ranging in size from 4 to 24 inches utilizing open cut andtrenchless techniques (jack and bore and horizontal directional drill); removal or groutfilling of abandoned asbestos cement pipe; replacement of miscellaneous small diameterpotable water mains with PVC, HDPE, copper or stainless steel; various water main valves,hydrants, fittings, and connections; 33 sewer lift stations to be replaced,rehabilitated, or new; instrumentation and controls for pump stations and lift stations;gravity sewer replacement and cured in place pipe (CIPP) linings; Replacement of over25,000 linear feet of sewer force main via open cut and pipe bursting; manhole lining andrepairs; installation of associated electrical and communications equipment and wiring;and installation of a radio frequency communications system for lift stations. The sizeand breadth of this project will require coordinated outages of flight hardwareprocessing facilities with weekend and holiday work to accommodate.The NAICS code for this procurement is 237110 with a small business size standard of$33.5M. The effort will include the following tasks and options:Task 1 Revitalize KSC Water & Wastewater Systems Volume 1 of 5 Water SystemTask 2 Revitalize KSC Water & Wastewater Systems Volume 2 of 5 Lift Stations UNIT PRICES Revitalize KSC Water & Wastewater Systems Volume 1 of 5 Water System;Unit Prices for Line Stops 8 inch line stop, 10 inch line stop, 12 inch line stop, 14inch line stop, 16 inch line stop, and 18 inch line stops. Option 1 Second Street UtilitiesOption 2 Revitalize KSC Water & Wastewater Systems Volume 3 of 5 Force Mains Option 3 Revitalize KSC Water & Wastewater Systems Volume 4 of 5 Water System Each task and option shall be priced separately. The Performance Period including alltasks and options shall be completed in 730 calendar days after notice to proceed. Inaccordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude ofConstruction Projects, the estimated price range is as follows: The total estimated cost of this project is in the estimated construction contract pricerange of more than $10,000,000.The acquisition shall be conducted as Full and Open Competitive. The anticipated release date of the RFP is on or about May 26, 2012 with an anticipatedoffer closing date of on or about July 10, 2012. The firm date for receipt of bids orproposals shall be stated in the RFP. A site visit will be scheduled on or about June11, 2012. Prime contractors will be limited on the number of personnel in attendance. Specifications and Drawings will be made available for download through the postedsolicitation.One or more of the items under this acquisition is subject to the World TradeOrganization Government Procurement Agreement and Free Trade Agreements.All responsible sources may submit a proposal which shall be considered by the agency.
