Description
The U.S. Department of Transportation, National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. Description: Federal Motor Vehicle Safety Standard (FMVSS) No. 304, " Compressed Natural Gas (CNG)Fuel Container Integrity ", applies to motor vehicles designed to store CNG as motor fuel in the vehicle. The standard was created to reduce the number of deaths and serious injuries that occur from CNG leakages during motor vehicle accidents. It includes testing provisions which are necessary to determine whether a fuel storage system meets those performance requirements. The test provisions include a pressure cycling test which simulates container fatigue resulting from in-use refueling, a hydrostatic burst test which determines whether or not a container meets the minimum strength requirements set forth in FMVSS No. 304, and bonfire tests which determine the resistance to rupture of a container as a result of exposure to a fire and a labeling requirement. NHTSA's Office of Vehicle Safety Compliance established a program to monitor compliance with FMVSS No. 304. A part of this program requires testing at an independent laboratory to verify that the performance requirements of FMVSS No. 304 are being met. Every year NHTSA procures CNG tanks from manufacturers and ships them to an independent laboratory under contract with NHTSA to test them for compliance with FMVSS No. 304. The purpose of this contract is to procure test and inspection services to determine whether CNG tanks for use in motor vehicles comply with the requirements of FMVSS No.304. The NAICS Code for this procurement is 541380. Contractors must be registered in the Central Contractor Registration Database located at http://www.ccr.gov, and must complete electronic representatives and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract on a Firm Fixed Price (FFP) basis from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offeror's will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about June 15, 2012. Period of Performance: One twenty-four (24) month base period, with a twenty-four (24) month option period, and a twelve (12) month option period. A total possible period of performance of sixty (60) months. Contract Award: NHTSA intends to issue a full and open, competitive Request for Proposal (RFP). NHTSA intends on awarding an Indefinite Delivery, Indefinite Quantity on a Firm Fixed Price basis contract for a period of performance not to exceed sixty (60) months after the effective date of the resultant contract. The anticipated award date for this resultant contract is expected September 2012.
