Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is RFQ-OSCU-0277123061 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 316991 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-05-15 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Quantico, VA 22135 The Federal Bureau of Investigation requires the following items, Exact Match Only, to the following: LI 001, ASP 21" Backpocket Nylon Scabbard with Flap(Part #52409)with the following requirements: 1. The baton scabbard shall be made of ballistic weave nylon webbing.2. The baton scabbard shall be sewn with nylon cord.3. The baton scabbard's main body shall be 5.25" long, 2" wide, and have side gussets of.75".4. The baton scabbard shall have a 2" wide flap which can adequately cover a 21" ASP Baton.5. The flap shall securely fasten to the body of the baton scabbard using a piece of 2"x2", high quality, hook/loop Velcro.6. The belt loop shall be securely fastened to the scabbard by vertical stitching on the two sides only, thus creating a "back pocket" in which an expanded baton can easily be inserted and removed.7. The belt loop shall accomodate belt widths of up to 2.25" and fasten to a belt by using a military specification one direction snap.8. The baton scabbard shall retain either a retracted or expanded 21" ASP Baton.9. A retracted baton shall not shake open in the scabbard., 450, EA; LI 002, ASP 21" Friction lock, Foam Grip, Black Chrome, Expandable Baton (Part #52411)with the following requirements: 1. Expandable baton shall be of an impact closing design.2. Expandable baton closing system shall utilize gross motor skills.3. Expandable baton shall be approximately 7.7" length collasped and approximately 20.0" in length expanded with a closed diameter of approxiamtely 1".4. Expandable baton shall weigh 16.3 ounces.5. Expandable baton handle dimensions shall be approximately 7.3" length x 7/8" outside diameter x 14 gauge (.083") with a yellow Zinc Dichromate Corrosion Resistance coating.6. Expandable baton handle shall have a replaceable foam grip at least 1/16" thick with a protective front collar and end cap.7. Expandable baton mid-shaft dimensions shall be approximately 7.1" length x 5/8" outside diamter x 16 gauge (.065") with a black chrome coating.8. Expandable baton end-shaftdimensions shall be approximately 6.9" length x 7/16" outside diamter x 14 gauge (.083") with a black chrome coating.9. Expandable baton cap shall have a yellow Zinc Dichromate Corrosion Resistance coating.10. The expandable baton shall have less than 20 parts.11. The expandable baton shaft shall be produced from 4140 steel.12. The expandable baton shall have a Rockwell C-scale striking surface hardness of 49 to 57.13. The expandable baton shall have a tensile strength of at least 238,000 PSI.14. The expandable baton shall have no knurling or sharp edges.15. The expandable baton end cap shall be sealed with an O-ring.16. Retention clips shall be yellow Zinc Dichromate plated.17. Retention clips shall be tapered of a no snag design.18. Retention clips shall be easily replaced as a unit.19. The maufacturer shall have in effect a minimum of six million dollar products liability policy on batons and provide a copy upon request.20. The maufacturer shall be ISO 9001:2000 certified and provide a copy of current certification upon request.21. The manufacturer shall provide a limited lifetime warranty on all products, a copy of which shall be provided upon request., 450, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Federal Bureau of Investigation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Federal Bureau of Investigation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. This is a combined/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation's documented and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, effective 18 April 2012. All future information about this acquisition including solicitation amendments will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The solicitation number is RFQ-OSCU-0277123061 and shall be referenced on all quotes. The FBI intends to procure four hundred fifty (450) ASP 21? backpocket nylon scabbards with flap as well as four hundred fifty(450) ASP 21? friction lock expandable batons in order to have identical equipment that coincide with the FBI?s sizeable investment in ASP baton and ASP scabbard inventory. The FBI presently owns ASP batons and scabbards and has spent a significant amount of money in inventory and time to become trained with these products; therefore, the requirement is for brand name ASP equipment.
