Description
Market Research The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division (ACC-APG-Belvoir) is conducting market research on behalf of the US Army's Office of the Project Manager, Night Vision - Reconnaissance, Surveillance, and Target Acquisition, in accordance with Federal Acquisition Regulation (FAR) Part 10. The purpose of this Market Research is to identify potential sources that have the skills, experience, knowledge, and capabilities required for 2nd Generation FLIR Systems to provide the following: 1. Provide spare parts to include Imagers, Afocals, Circuit Card Assemblies (CCAs), Filter Assemblies, Dewar Cooler Bench Assembly and TRU motherboards. 2. Repair Imagers, Circuit Card Assembly (CCA), Filter Assemblies and Dewar Cooler Bench (DC Bench) Assemblies; refurbish Commander's Independent Thermal Viewers (CITV), Thermal Receiver Units (TRUs), and Azimuth Drives Assemblies 3. Provide repair data for tracking and management of repair actions 4. Provide Engineering and technical services associated with this hardware. Projected Spare Parts requirements are as follows: 1. Imager Spares (NIIN: 01-464-1513): FY13 (115), FY14 (115) - Total (230) 2. Dewar Cooler Spares (Dewar Cooler Bench Assembly) (NIIN: 01-538-6686): FY13 (106), FY14 (106) - Total (212) 3. Afocal Assembly Spares (NIN: 01-538-5879): FY13 (36), FY14 (36) - Total (72) 4. Filter Assembly (NIIN: 01-534-2208): FY13 (24), FY14 (24) - Total (48) 5. CCA Spares*: FY13 (445), FY14 (445) - Total (890) * Includes the following NIINs: 01-530-1095; 01-530-1155; 01-530-1227; 01-530-3005; 01-530-1438 Repair Data - data required during this repair effort will include the following: 1. Engineering Change Proposals (ECP) - as required 2. Repair Data including initial cost proposal - as required 3. Repair Data including status of all items shipped to the contract for repair - monthly Engineering & Technical Services - Includes Standard Advance Dewar Assembly (SADA) II qualification testing, conformance inspection, platform support, obsolescence planning, software maintenance, and field service representatives (FSR) at Lima Tank Plant and Ft Hood. The FSR(s) must be thoroughly knowledgeable in all direct maintenance support tasks including test, tear down and re-assembly of new production CITV and TRU systems. The Ft Hood FSR(s) must be resident at Ft Hood and support all fielding actions while the Lima Tank Plant FSR(s) must be resident at the Lima Tank Plant and support installation of new hardware during production. Performance Requirements - The following list contains performance specifications that suppliers will need to meet in order to be considered fully qualified for each of the items: 1. MIL-PRF-A3271804 (NC 2/28/2005) Performance Specification for the Block 1 B-Kit. 2. MIL-PRF-12987773 (NC 2/28/2005) Performance Specification for the Block 1 Thermal Receiver Unit. 3. MIL-PRF-12987771 (NC 2/28/2005) Performance Specification for the Block 1 Commander's Independent Thermal Viewer. 4. MIL-PRF-5009755 Performance Specification for the Standard Advanced Dewar Assembly Type II (SADA II). Interface Control Documents - The following list contains Interface Control Drawings (ICD) that suppliers will need to meet to be considered fully qualified: 1. A3298946 Interface Control Document for the Horizontal Technology Integration (HTI) Program Block 1 B-Kit. 2. 19200-12987745 Interface Control Document for the Horizontal Technology Integration Program Block 1 Thermal Imaging System. 3. 19200-12991282(A 2/28/2005) Interface Control Document for the Block 1 Second Generation FLIR Commander's Independent Thermal Viewer. 4. A3271784 Interface Control Document for the HTI Program NV-80 Block-0 B-kit (Block 0 ICD). 5. A3298946 Interface Control Document for the HTI Program Block-1 B-kit (Block 1 ICD). Please note the following: 1. Foreign participation is excluded. Sources responding to this request for information must provide the following information: 1. Brief summary of the company. 2. Qualifications in Thermal Imaging/Infrared Technology for this effort or like efforts. 3. Describe how you will either produce or subcontract for each component or assembly. Please identify sources of supply for any components or assemblies for which you intend to subcontract production. 4. Describe the schedule requirements to establish production capacity and to qualify the prime or suppliers to provide B-Kits and A-Kits. 5. Discuss existing production capacity and quantity requirements necessary to maintain that capacity and industrial base. 6. Describe the potential impacts of the solicitation including a detailed production specification (i.e. build-to-print) versus a performance specification. 7. Has your Company performed this type of effort or similar type effort (to include size and complexity) in the past, if so provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort? 18. What are the core competencies of your employees that would support these requirements? Also, provide the total number of individuals currently employed by your company that are capable of supporting the requirements. 19. Does your company have a SECRET facility or access to one should it be required? 20. Do all the employees that would support this requirement have a security clearance? 21. Does your firm possess an approved Defense Contract Audit Agency (DCAA) accounting system? 22. Does your company meet the Non-manufacturing Rule? If so How? 23. Any information submitted by respondents to this sources sought notice is totally voluntary and at no cost to the Government. This information will help the Government form its acquisition strategy. All information received in response to this sources sought synopsis that is marked "Proprietary" will be handled accordingly. Responses will not be returned nor will receipt be confirmed. No solicitation exists; therefore, do not request a copy of a solicitation. Responses are due no later than 4:00 PM EST (local time at Fort Belvoir, VA) on 22 May 2012.
