Description
The Naval Surface Warfare Center Panama City intends to solicit Carleton Life Support Systems Incorporated “ doing business as Cobham Mission System, 2734 Hickory Grove Road, Davenport, IA 52804 on a sole source basis for the acquisition of spare parts and components for the Explosive Ordnance Disposal MK 16 Underwater Breathing Apparatus (UBA). The components being acquired are twenty-five (25) MK11 Compensators (P/N B60040-1). This procurement is sole source for the following reasons. The MK 16 UBA is a NAVSEA Certified Diving Life Support System (DLSS). Cobham Mission Systems is the Original Equipment Manufacturer (OEM) of the MK 16. As the OEM, only Cobham Mission System is the only approved source to provide all of the spare parts for the MK 16 UBA. Procuring these spare parts from another company would run the risk of incompatibility of components when maintaining and repairing the MK 16 UBA. Substitution of components is not authorized without the expressed permission of the approving authority. Any variance in the equipment used in a certified system would jeopardize the certification of the system and ultimately the mission. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responsible sources may submit a response for consideration to the agency point of contact at: tim.e.reed1@navy.mil. The basis of award is a fair and reasonable price to the Government. Award of action will be on or about 31 May 2012. These units will be delivered to the Naval Support Activity “ Panama City, Receiving Officer, 101 Vernon Avenue, Panama City Beach, FL 32407.
