Description
Following is additional information: 1. Section 3.1: What is meant by "data connectivity" Does the Government mean for the contractor to host? Yes, the contractor should host. 2. Section 3.2: What is meant by "program"? Does it refer to a) the development tool and/or platform used to deliver the distance learning product OR b) the curriculi for the different languages OR c) both? The "program" refers to the platform and the eMentors (instructors). Upon contract start LEAP managers and Curriculum Development team will work with the contractor to develop curriculum Section 3.2: How many of the languages provided and which ones would be used to start the distance learning product? The contractor should be able to provide any and all of the languages upon LEAP request. 3. Section 4.1 states "The eMentors will be expected to work closely/collaborate with the LEAP Program Office to create/develop specific curriculum as well as translation of materials provided by the LEAP Program Office." 1.) Will the LEAP office provide all materials? Or Does the contractor develop curriculum for each target language? 2.) What is the expected/anticipated length per lesson? 3.) What is the expected/anticipated breakdown of interactivity level for the course? (i.e.: 10% level 1, 40% level 2, and 50% level 3 IMI) 4.) Is the contractor expected to develop instructor materials in support of the cohort? (i.e.: instructor/student guides, instructor scripts, student handouts, etc.)5.) would these materials have to be in both English and target language? The curriculum for LEAP will come from guidelines provided (in English) to the contractor from LEAP managers. The eMentors will create curriculum in their own particular language based on these guidelines. LEAP will also provide actual material to the contractor for translation and presentation to LEAP participants. Materials such as textbooks, dictionaries, etc (if used) will be provided by the contractor. Currently, participants who are available for eMentor courses are expected to participant three to five hours a week. LEAP managers are in the process of developing a structured academic plan for LEAP participants, to include adjusting the hours per year necessary for participants at various levels. It is expected that the more advanced a participant is, the less time he or she will be in classes each year. Classes are expected to be highly interactive at all levels. This is why the classes should be capped at 6 participants, the less participants per class, the more each participant can contribute. The contractor is expected to develop instructor and participant support materials. Syllabi should be provided to LEAP managers in English but actual classroom materials such as Powerpoint presentations need not be provided in English. 4. Is the product expected to be §508-compliant? If so to what level? Yes. http://www.section508.gov/index.cfm?fuseAction=stdsSum 5. What LMS, if any is currently in use by the LEAP office? LEAP has used several language providers to date using a variety of LMS. These vendors have used Elluminate, Adobe Connect, and the Special Operations Forces Teletraining System 6. Are mobile and streaming also required? Would it be viewed negatively if they were also included in the response. It is expected that certain LEAP participants will choose to participate with mobile devices. Mobile and streaming will not be viewed negatively if included in the response. 7. Could you tell us more about the audience? LEAP participants are officers and select enlisted members of the Active Duty Air Force. They are General Purpose Force (GPF) Airmen who are NOT linguists or language professionals by trade. They are part of a corps group of Airmen who are being developed to communicate in one or more foreign languages in order to fill language-coded billets and/or be called upon for those contingency operations or deployments requiring language skills. LEAP participants must have existing foreign language capabilities before acceptance into the program. a. Average number of years in service? Enlisted or Officer, Rank? As a new program, LEAP is targeting younger officers. Most LEAP officers are currently Captains or below with ten or less years in service, although there are Majors, Lieutenant Colonels and Colonels in LEAP. However, LEAP is a career-long program and so the ranks are expected to increase as the LEAP participants progress through their careers. LEAP has only recently opened the program to select enlisted members. We are targeting enlisted members with three to 16 years of service. Most enlisted LEAP members are between the ranks of Staff and Master Sergeant. b. Pre-requisite: 1.) What ILR level will they have achieved? We assume a level II or level III ILR proficiency in the target language. 2.) What competency 2/ 2+/3+ reading listening speaking? Please see paragraph 4.3 to see what ILR levels LEAP participants are expected to attain in their foreign language(s) while in LEAP. To apply, participants must demonstrate some proficiency in a foreign language, but this varies according to language and rank. Those of lower ranks, such as cadets, are not expected to have as high of a proficiency when they apply than those of higher rank, such as Majors.
