Description
Request For Proposal entitled 'Space Vehicles Advanced Technology.' The objective of the SVAT requirement is for the resultant Contractor(s) to provide the United States Air Force (USAF), Air Force Research Laboratories Space Vehicles Directorate, Spacecraft Technology Division (AFRL/RVS), the required research, engineering, technical, and program management to perform aerospace technology research, analysis integration, and test and evaluation in support of the RVS mission. RVS division conducts innovative research and development (R&D) of near-space and spaceflight experiments by the engineering, integration and testing of components and subsystems through system-level integration and test. Components and subsystems typically include power, structures, mechanisms, data processing, ground support systems, electronics, guidance, navigation, and controls. The USAF seeks program management and technical efforts in the following functional areas for SVAT: Engineering, Design, Fabrication and Assembly, Integration and Test, Integration and Test Facility Support. These functional areas involve ground support systems, spacecraft, launch vehicles, subsystem/component design, analyses throughout the R&D system engineering process, design optimization and review, testing and evaluation, and transition. Concurrent with these functional areas, technical expertise is required in the area of information systems in order to fully integrate and execute spacecraft experiment integration and test. Performance shall be conducted at the (1) AFRL/RV operating locations on Kirtland AFB, NM, (2) at field sites, and (3) if required and proposed at contractor's facilities. This SVAT Requirement will be procured and conducted as a small business set-aside in accordance with Part 19 of the Federal Acquisition Regulation (FAR). The NAICS code for this requirement is 541712 - "Research and Development in the Physical, Engineering, and Life Sciences (Except Biotechnology)." The size standard for this NAICS code is 1,000 employees. The prime small business shall be responsible for performing at least 50% of each awarded task order in accordance with FAR Part 52.219-14, "Limitations on Subcontracting."
