- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description: ii) The solicitation number is W912ER-12-R-0057 and the solicitation is issued as a Request for Proposal (RFP). (iii) This solicitation document incorporates provisions and clauses that are currently in effect through Federal Acquisition Circular (FAC) 2005-58 effective April 18, 2012. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://www.arnet.gov/far/.(iv) The associated NAICS code for this acquisition is 333518 and small business size standard of 500 employees. This acquisition is unrestricted and not set aside for any small business category. (v) Proposals must be broken down and prices shown for each of the following Contract Line Item Numbers (CLINS): CLIN 0001 - Coil Winding Machines. CLIN 0002 -Shipping and Customs charges; CLIN 0003 - O&M Training and Travel Costs; CLIN 0004 - Defense Base Act Insurance. (vi) Work to be completed under this contract will consist of providing five (5) complete heavy duty electrical coil winding machines (BROOMFIELD, MODEL 600C OR EQUAL), with five (5) complete sets of accessories as listed in Items M through O (see Addendum A). The coil winder machine will be used to re-wind transformer coils up to 1000 kVA for 11kV-400v service. Specifications and Salient Characteristics of the Coil Winding Machines can be found on Addendum A. (vii) Contract performance will be completed within 120 days after date of award. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this solicitation, and is available in full text as Addendum B. (ix) the provision at 52.212-2, Evaluation - Commercial Items, is applicable to this solicitation. This Request for Proposals utilizes the Lowest Price Technically Acceptable (LPTA) method of contract award. The award will be made to the firm that offers the lowest price and is acceptable in all the following non-price evaluated factors: a) Specification Compliance, (Sub-Factor - Warranty, Sub-Factor - Post-Award Service Plan. b) Training Plan, and c) Past Performance. The aforementioned factors are not listed in order of importance and their combined technical value is equal to price. Additional instructions are provided in Addendum B. (x) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation. The contractor must return a completed copy of this provision with its proposal or certify that it has current representations and certifications at the www.orca.bpn.gov website. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
