- Description
- The James H. Quillen VA Medical Center in Mountain Home, Tennessee has a requirement for a contractor to provide design and construction services for Project #621-12-123, design-build project will replace three existing rooftop air handlers and associated VAV boxes that serve Nuclear Medicine, Audiology and Cardiology areas in Bldg 204. The project will include the following work items: 1.Replace all mechanical air handler structural components, fans, dampers and plenum sections, linkages and other mechanical components; 2.Relocate all chilled water valves and strainers to roof (currently located in overhead above ceiling inside building); 3.Replace all existing pneumatically operated damper actuators and steam, chilled water and heating water control valves with electrically/electronically actuated type; 4.Replace all system pressure, temperature, humidity and flow sensors; 5.Reuse three (3) existing Yaskawa drives as able and replace all other non-Yaskawa variable frequency drives for AHUs 1, 4 and 5, with new Yaskawa drives as required and as coordinated with COTR; 6.Replace all (approximately 74) VAV boxes and associated thermostats in spaces served; 7.Replace or modify existing energy management system network controllers with fully networked Network Area Controllers that utilize ASHRAE/ANSI Standard 135 (BACnet) communications protocol; 8.Other miscellaneous steam, hydronics, chill water, pneumatics, air distribution, electrical and electronics system component modifications for 3 existing rooftop air handling unit systems in Bldg 204. The work shall be performed in phases as desired by contractor, in coordination with COTR, such that temporary air conditioning systems shall be provided for each unit taken out of service. The design-build contractor shall provide all technical design services, supervision, labor, materials, tools and equipment necessary for a complete engineering and construction project to replace two existing rooftop air handlers and associated VAV boxes in Bldg 204. Work will include demolition of existing mechanical HVAC, plumbing, electrical and electronic and pneumatic controls systems; modifications to existing mechanical HVAC, plumbing, electrical, electronic and pneumatic controls and data and communications systems; construction of new mechanical HVAC, plumbing, electrical, electronic controls and data and communications systems; and additional miscellaneous improvements and modifications. The communications modification work shall include necessary infrastructure to connect all new Network Area Controllers to existing medical center LAN via Category VI communications outlets and shall be in accordance with VA Master Spec Section 27 11 00, Communications Horizontal Cabling and associated VA Master Spec sections as well as ANSI/EIA/TIA Commercial Building Telecommunications Wiring Standards. The communications modifications and new work plans must be approved by Quillen VAMC Office of Information Technology prior to initiating construction activities. This project is located on the roof and second and ground floors of Building 204 at the James H. Quillen VA Medical Center, Mountain Home, Tennessee, 37684. The original mechanical system plans, schematic diagrams and equipment schedules provided as a part of the contract documents shall be used only for reference in preparing a proposal for completing the work described herein. The contractor shall visit the premises to become familiar with all details of the work and working conditions. Contractor shall advise the contracting officer of any unresolved questions regarding the work prior to finalizing a proposal to perform work. Drawings provided are listed below. NAICS code 236220 is applicable to this requirement. The Business size standard is $33.5M. The period of performance is 180 Calendar Days from receipt of Notice To Proceed. The construction price range is between $500,000.00 and $1,000,000.00 The solicitation, drawings and specifications to be available for download on or before 18 MAY 2012 this procurement is a 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C 8127(d). In order to be eligible to submit an offer for consideration a SDVOSB must be listed and viewable in the Vendor Information Pages at https://www.vip.vetbiz.gov, as this will be verified at the time of receipt of an offer, as well as prior to award.
