Description
The Department of Veterans Affairs, Great Lakes Acquisition Center is conducting market research to identify potential sources for AE Design to Renovate Office Space in Building 228 at Edward Hines Jr., VA Hospital at Hines, Illinois. This AE Design includes, but is not limited to, space and services programming, preparation of drawings, specifications and cost estimates for all facets of work and trades necessary to facilitate award of a construction contract in order to Renovate Offices, approximately 65,000 square feet, in Bldg. #228 at VA Hines. Construction cost estimate is between $5,000,000 and $10,000,000. One of the main goals of the project is to make more efficient use of space and the creation of more separate offices for use by doctors. There are numerous offices with toilets contained within the offices and the toilets are no longer required / desired. This will require the creative reconfiguration of a considerable amount of space that is involved in this renovation project. The construction work involved may contain, but is not limited to, the removal and replacement of walls, doors, flooring, ceiling tile, plumbing work, electrical work, signage, fire protection, HVAC, and voice / data. INFORMATION: This is a Sources Sought Synopsis announcement; a market survey for information will be used for preliminary planning purposes. The information received will be used to facilitate the decision making process and will not be disclosed outside of the agency. A decision will be made to devise an acquisition strategy and decide if a proposed solicitation can be issued as a competitive set-aside for Center for Veteran Enterprise verified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, U.S. Small Business Administration (SBA) certified 8(a), HUBZone, Women-Owned Small Businesses or whether to issue a proposed solicitation as full and open competition (unrestricted). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. The NAICS code is 541310 and the size standard is $7.0 million. Area of consideration is restricted to 200 miles of the Hines VA Hospital, Hines, Illinois. RESPONSE: Interested parties are invited to respond to this sources sought announcement and provide a narrative to address the following information. 1. Company profile to include: Name of the business, complete contact information, business size and socioeconomic category (Service Disable Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, HUBZone Small Business, 8 (a) Small Business, etc.). SDVOSB and VOSB firms shall provide a copy of their CVE profile with their response. To qualify as a Small Business under any of the above socioeconomic categories, in the event a set aside is done for any of these small business categories; at least 51% of the cost of personnel for contract performance shall be spent on employees of the small business concern in the appropriate socioeconomic category. Interested parties shall demonstrate how this requirement will be met, as meeting this requirement will be evaluated in determining the successful offeror once a solicitation is issued. In addition, prior to award, the successful offeror must be able to provide to the Contracting Officer evidence of how their firm intends to satisfy the self-performance requirement. Should the successful offeror be unable to provide this information, the Contracting Officer will deem such offeror non-responsible and an award will be made to the next highly qualified AE firm. 2. Past Performance: Evidence of experience with Architectural and Engineering projects similar in design to this project. 3. Specialized Experience and Technical Competence: Demonstrate recent experience by the prime firm and its sub consultants with regard to construction on VA Medical Centers. Demonstrate knowledge of codes, laws, permits and construction materials and methods in the contract area. Demonstrate the ability to prepare construction cost estimates. Demonstrate the ability to prepare VA specifications. 4. Professional Qualifications: Demonstrate the education, training, overall and relevant experience and longevity of key management and technical personnel. Narrative should be no longer than 10 pages in length. Interested parties should respond not later than 2:00 pm Friday, May 18, 2012. Interested parties shall respond to the solicitation in order to be considered for award.
