- Description
- NOTICE OF INTENT TO AWARD A SOLE SOURCE BRIDGE MODIFICATION The United States Department of Energy, National Nuclear Security Administration (NNSA), Office of the Assistant Manager for Business and Contract Management intends to award a sole source bridge modification to existing contract DE-AC52-07NA99344 under the authority of FAR 6.302-1, 41 USC 253(c) (1), to Professional Analysis, Inc (PAI), 116 Milan Way, Oak Ridge, TN 37830 for continued security systems services for the NNSA Nevada Site Office (NSO). The proposed modification will not exceed a three month period of performance, consisting of a one month base period with an additional two one-month option periods. The modification will bridge the existing contract to a new competitively awarded five year contract currently being evaluated under Request for Quote number DE-DT-0003527. The solicitation for the follow-on contract was issued on March 15, 2012, with proposals received on April 6, 2012 and is currently under evaluation. PAI, by virtue of being the incumbent contractor, is the only responsible source for the bridge modification to extend the current contract. The execution of the bridge modification will prevent any potential adverse impact to the mission of the agency, which would occur in the event of interruption or disruption of the work presently being performed. The national security mission of the NSO requires the site to maintain and administer a highly specialized, extremely focused, intensive, efficient and effective security system program. The current PAI contract provides necessary security systems services to support and ensure that this mission is executed. PAI performs Vulnerability Assessments, conducts Operations Security Assessments, prepares the Site Safeguards and Security Plan (SSSP), supports the NNSA/NSO Classification and CMPC programs, provides technical support for the Safeguards and Security Information Management System (SSIMS), operates the Pass & Badge system and provides functional support to access control program, and provides Security Awareness as needed. To attempt to do a stop-gap short- term contract to cover these requirements pending the award of the follow-on contract is not feasible because the three-tiered transition (from incumbent to short-term contractor to follow-on contractor) within a span of up to a three month period would potentially disrupt the site to effectively conduct its mission and to an extent that would put national security at risk. The statement of work under the bridge modification is to remain substantially the same as under the current contract. PAI will continue to provide mission critical security systems services essential for the NSO to perform its national security mission during the not-to-exceed three month performance period under the bridge modification. These services include the perform Vulnerability Assessments, conduct Operations Security Assessments, prepare the Site Safeguards and Security Plan (SSSP), support the NNSA/NSO Classification and CMPC programs, provide technical support for the Safeguards and Security Information Management System (SSIMS), operate the Pass & Badge system and provide functional support to access control program, and provide Security Awareness as needed. The applicable NAICS code is 561210, Facility Support Services, with a size standard of $35.5M. This is a notice of intent to award a bridge modification under the current contract and is not a request for quotes or proposals and no solicitation is forthcoming. Interested parties must provide evidence of their capability to fulfill this requirement by May 25, 2012, 2:00 P.M. Pacific Time, to Ms. Lillian G. Minor, Contracting Officer, National Nuclear Security Administration, Office of the Assistance Manager for Business and Contract Management, P.O. Box 505, North Las Vegas, Nevada, or by e-mail at Minorl@nv.doe.gov. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not harm security interests of the NSO. This notice of intent is not a request for competitive proposals. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. NNSA will not be responsible for any costs incurred by responding to this Notice. This Notice in no way obligates the Government to award any bridge modifications to the existing contract. Any questions or concerns with regard to the Government's intent to sole source this bridge modification shall be faxed to (702) 295-0564, Attn: Lillian G. Minor, NNSA Contracting Officer, not later than May 21, 2012, 2:00 P.M. Pacific Time. Questions or concerns may also be emailed to Ms. Minor at Minorl@nv.doe.gov.
