Statement of Work Historian THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO DR. PHILIP SHIMAN TO RESEARCH, WRITE, REVISE AND PREPARE FOR PUBLICATION VOLUME V IN THE SERIES HISTORY OF ACQUISITIONS IN THE DEPARTMENT OF DEFENSE, 1945-2001. The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract under the statutory authority permitting Other than full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Dr. Philip Shiman, 7726 Viceroy St., Springfield, VA 22151 to undertake the researching, writing and revision and preparation for publication of Volume V in the series History of Acquisitions in the Department of Defense, 1945-2001. The Statement of Work is attached. The Government anticipates a firm fixed price one year contract. To meet contract requirements the contractor must meet the following conditions: 1. Possess general knowledge of the national security system of the United States, and of the history and organization of the Office of the Secretary of Defense, the Joint Chiefs of Staff, and each of the military services from 1989 through 2001. 2. Possess a detailed knowledge of policies, organizations, and processes related to the acquisition of major weapon systems by the Department of Defense, including specifically the Office of the Secretary of Defense, the Joint Chiefs of Staff, and each of the military services, particularly during the years 1989 through 2001. 3. Have a thorough knowledge of the roles of the White House, the Congress, and defense industry related to the acquisition of major weapon systems by the Department of Defense from 1989 through the 2001. 4. Have extensive experience in conducting research in archives and other manuscript repositories and have experience in research related to the acquisition of Department of Defense weapon systems. 5. Have extensive experience in writing comprehensive and thoroughly documented historical studies, have expert knowledge of scholarly standards of citation, and have familiarity with The Chicago Manual of Style. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award.
