- Description
- The Office of the Chief Information Officer, NIH, is seeking capability statements from organizations (NAICS 541611, small business size standard) with experience with providing enterprise level in professional acquisition support services. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classification as a Small Business, relative to the NAICS code. Requirements and Tasks: The objective is to acquire subject matter expertise in the specialized field of Federal IT acquisitions to effectively support program/technical staff in processing complex enterprise-wide IT requirements through the entire acquisition life cycle process - planning, solicitation, evaluation, award, post-award administration, and close-out. 4.0 SCOPE The Contractor shall provide subject matter expertise in processing acquisitions under Federal Acquisition Regulation (FAR) Subpart 8.4, Federal Supply Schedules; Part 12, Acquisition of Commercial Items; Part 13, Simplified Acquisition Procedures; Part 15, Contracting by Negotiation, Part 27.4, Rights in Data and Copyrights, Part 39, Acquisition of Information Technology, and Part 43, Contract Modifications. The Contractor shall also provide support in processing a wide variety of complex IT acquisitions under all of the various mechanisms described at FAR Part 16, Types of Contracts and with additional expertise with processing Government Wide Acquisition Contracts (GWAC). 5.0 TASK AREAS Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to perform task assignments at the direction of the Contracting Officer Technical Representative (COTR) in the following Task Areas specified below. 5.1 Task Area 1 - Monthly Status Reports The Contractor shall meet with the COTR on a regular basis and provide Monthly Status Reports, including status of individual task assignments. Monthly Status Reports shall include a discussion of overall financial, tasks assigned, tasks completed, tasks pending and other issues, including potential impacts on schedules or project plans and recommended actions. Where relevant, status reports shall discuss these issues for individual task assignments. The subject matter of the reports can be changed based on the directives of the COTR. 5.2 Task Area 2- Acquisition Requirements Gathering The Contractor shall meet with the client to determine the scope of work required and to make recommendations on the various methods of acquisition and various types of acquisition mechanisms to be used to meet a specific set of requirements. 5.3 Task Area 3 - Prepare Draft Acquisition Documents The Contractor shall prepare a wide variety of draft acquisition documents, including statements of work and specifications, costs estimates, acquisition terms and conditions, findings and determinations, and other supporting documents required to be included in an acquisition record. 5.4 Task Area 4 - Gather General Information and Prepare Reports The Contractor shall conduct studies and analyses required to monitor the contracted programs and projects of OCIO and CIT. The Contractor shall prepare reports to meet staff requirements on an as needed basis. 5.5 Task Area 5 - Review and Edit Licensing Agreements The Contractor shall review and edit intellectual property transactions to ensure compliance with the FAR and other Federal law. Included in such tasks are (1) reviewing and editing software license agreements to protect OCIO and CIT interests, and (2) coordinating revisions with OCIO and CIT program staff members and HHS legal counsel. This Task Area shall include (1) reviewing U.S. copyright law and other statutes that affect the rights of the parties under a license agreement, (2) reviewing current NIH policy on negotiating and approving license agreements, (3) ensuring that terms and conditions are negotiated that protect the Government's interests under license agreements, and (4) developing draft guidance, including tutorials, for program/technical staff in reviewing and negotiating license agreements for software and other intellectual property. 5.6 Task Area 6 - Develop Acquisition Provisions and Guidelines The Contractor shall assist the OCIO in developing NIH-wide acquisition provisions and guidelines relative to the implementation of the Information Security requirements of the Federal Information Security Act of 2002 (FISMA), the Physical Security requirements of Homeland Security Presidential Directive (HSPD)-12, and other Federal policies and guidance affecting the acquisition of IT resources. 5.7 Task Area 7 - Provide Instruction and Training on Acquisition-Related Topics The Contractor shall provide instruction and training to the organizations' staff members on various acquisition-related topics as it relates to the acquisition of IT resources. 5.8 Task Area 8 - Other Services The Contractor shall perform other Task Assignments as directed by the COTR to support the Program not otherwise specified above. 5.9 Task Area 9 - Phase-Out Plan In the event the Government re-competes the requirements of this SOW and prior to completion of this Purchase Order's period of performance, the Contractor shall, at the Government's option, provide the Government with a Phase-Out Plan that shall ensure an orderly and successful transition of the remaining tasks to a successor contractor should the incumbent Contractor not be selected during the re-competition. As part of the Phase-Out Plan, the Contractor shall adequately train the successor contractor's employees following any re-competition of the requirements specified in this SOW. Information Requested: Sources having the ability to provide the professional services described above shall provide clear and comprehensive information supporting their experience, and past performance.
