Description: "The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government." Interested companies shall respond to this notice by providing the following information: 1) Company Name, 2) Address, 3) Point of Contact information with telephone number and email address, 4) Cage Code, 5) Capabilities information/statement showing that the company has the ability to fulfill the Government requirement as described herein. The contractor shall be able to comply with all requirements described herein to be considered capable. This notice of intent to award a sole source is NOT a request for competitive proposals. The NAICS code is 541690. FSC code is B513. The size standard is $14 million. This project is for the U.S. Army Corps of Engineers, Fort Worth District (SWF), Planning, Environmental and Regulatory Division. Historic land use practices, drought and poor water management have resulted in significant environmental degradation within the Nueces River Basin. The study is evaluating opportunities in the study area for ecosystem restoration, water quality, water supply, flood damage reduction, recreation and other allied purposes. This study is being conducted jointly by the Fort Worth and Galveston Districts. The study sponsors are the Nueces River Authority, San Antonio Water System, San Antonio River Authority, Guadalupe-Blanco River Authority, and the city of Corpus Christi. The scope of the services outlined in this document constitutes General Investigations feasibility level study activities and subsequent documentation whose purpose is to identify existing conditions and future without project conditions within the basin. The investigations undertaken for this study and subsequently included in the existing conditions documentation shall include: * Completing HSPF models updates and refinements to the Nueces and Blanco sub-basins to include calibration procedures developed for the seven sub-basin models to calculate Edwards Aquifer recharge under the Mod 1 work effort. * Creating the interface for a program to easily and efficiently convert recharge data generated in the Edwards Aquifer HSPF sub-basin models to MODFLOW input data. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Government's requirements. All inquiries must be received by 2 PM (1400) CST on 24 May 2012.
