Description
The U.S. Geological Survey, Columbia Environmental research Center has a requirement for immunology and hydrocarbon analysis. The work will be required with working with biological materials collected from DWH NRDA field studies and supplied through the Project Officer; the Contractors will perform immunological analyses on fresh sea turtle blood samples and chemical extraction and analysis for polycyclic aromatic hydrocarbon (PAH) metabolites in unhatched sea turtle eggs. Assays will be performed to quantify measures of acquired and innate immune function. These will include mitogen-induced lymphocyte proliferation, natural killer cell cytotoxicity, fluorescent bead phagocytosis and respiratory burst production (pending availability of enough blood to perform all tests). Blood samples from 30 individual Kemp=BFs Ridley sea turtles will be assessed. Assays will be optimized for this species using methods developed for loggerhead sea turtles. Extraction and chemical analysis of composited Kemp=BFs Ridley and loggerhead sea turtle egg samples will be performed to detect and quantify PAH metabolites present in the samples. Methods will be provided by the Project Officer and will be validated in Contractor"s laboratory and approved by the Project Officer prior to initiation of extraction and analyses of study samples. Up to 500 egg composite samples will be provided for analysis. Based on information available at this time, and in accordance with 41 U.S.C. 253, implemented by FAR 6.302-1, the government considers the item specified as a sole source from Dr. Sylvain De Guise, University of Connecticut and proposes to negotiate with that entity on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Affirmative response shall be received by this office by close of business May 21, 2012 by 3:00 PM Mountain Standard Time. This notice may represent the government's only official notice of this procurement.
