- The Marine Corps Systems Command (MCSC) has a requirement to procure Corrosion Service Team (CST) support services. The Continental United States (CONUS) CST support services is being synopsized as a competitive, 100% Small Business set-aside acquisition, and the Small Business set aside does not apply to CST support services performed Outside Continental United States (OCONUS). CST support services shall be performed on Marine Corps ground combat and support equipment in an attempt to extend the useful service life of these assets to include reducing maintenance requirements due to corrosion damage; and will entail the following: (1) performing surface preparation and touch-up coating procedures; (2) applying corrosion inhibiting products while ensuring compliance with Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), State and Local laws and regulations and Marine Corps policies and procedures; (3) documenting and reporting of products and materials used on equipment applications; (4) assuring the quality of product and coating applications; (5) using Marine Corps provided programs, conduct corrosion assessments to identify equipment Corrosion Category Codes; and (6) CST Program Management activities. The CST support services shall be performed primarily at the following Marine Corps installations: I Marine Expeditionary Force (MEF), II MEF, III MEF Okinawa Japan (OCONUS) and Hawaii, and Marine Force Reserve locations within Continental United States (CONUS). MCSC anticipates awarding at least one (1), three (3) year Firm-Fixed Priced contract, however, may consider issuing multiple awards due to the various Marine Corps installations where CST support services are provided. MCSC anticipates release of the Request for Proposal (RFP) within 60 days from release of this synopsis with proposals due 30 days thereafter. Attached to this synopsis is a DRAFT Performance Work Statement (PWS). The Government reserves the right to modify the DRAFT PWS prior to release of the RFP. This DRAFT PWS is being provided to industry to encourage receipt of the best proposed solution to the requirement. Any questions regarding this synopsis should be directed to Mr. Woody. It is in the best interest of the vendors to monitor Navy Electronic Commerce On-Line (NECO) for all updates regarding this requirement. The Government is not responsible for any costs incurred by industry in responding to this notice.
