- Description
- The Department of Veterans Affairs Medical Center, 1540 Spring Valley Drive, Huntington, West Virginia has a requirement for the following services: Provide all necessary architectural and engineering services required to prepare Schematic Design (SD) Development, Design Development (DD), Construction Documents (CD) and Bid Documents, for Project No. 581-11-103 śUpgrade Elevators 1, 1S, 2, 4, 12 ť located beside the Huntington, WV VAMC. Design period services shall include drawings, specifications, and cost estimate reflecting specific tasks identified in the Request For Proposal to be provided to the most highly qualified AE firm short-listed for this requirement. Design period services shall also include on-site meetings with professional and administrative staff, site investigative work, review of existing documents, hazardous materials assessments, incorporation of remedial action into construction documents, provide construction period industrial hygiene monitoring duties. Design documents shall be inclusive of electrical and mechanical design. The AE staff and consultants shall be adequately knowledgeable of the various subordinate design disciplines, including but not limited to MEP, structural, fire protection, life safety, and other building/utility systems required. The 100% complete design package is required no later than 270 days after issuance of the Notice to Proceed. The construction drawings shall bear the seal of the registered Architect & Professional Engineer responsible for the design. For purpose of design and planning, the successful AE firm must comply with FAR 52.236-22 and design this project within the funding limitations. Upon award, the AE firm will be provided the estimated construction budget for this project. The construction cost range is between $2,000,000 and $5,000,000. The NAICS code is 541330 and the small business size standard is $14.0 million. The area of consideration is limited to a 500 mile radius of the VA Medical Center, Huntington, WV. AE selection criteria will include: 1) Team proposed for the project; 2) Proposed management plan; 3) Previous experience of proposed team; 4) Location of AE firm; 5) Proposed design approach; 6) Project control; 7) Estimating effectiveness; 8) Sustainable design; 9) Miscellaneous experience and capabilities. This procurement is 100% set- aside for Service Disabled Veteran Owned Small Business (SDVOSB) under the authority of 38 U.S.C. 8127(d). Only verified Service Disabled Veteran Owned Small Business firms are eligible to respond and receive an award of a VA contract that is set-aside for SDVOSBs in accordance with VA Acquisition Regulation (VAAR) 819. To be eligible, at the time of submission of SF 330 ™s as well as prior to award, the offeror must be listed and viewable in the Vendor Information Pages on VETBIZ www.vip.vetbiz.gov). The VIP will be checked both upon receipt of SF330 ™s and prior to award. Offerors are further advised that registration in Central Contractor Registration (CCR) and Online Certification and Representations (ORCA)must list the applicable NAICS code of 541330. Offerors must also be registered with VETS100. In addition, offers are further advised that a minimum of 51% of all labor required to be performed under the resulting contract action must be from the SDVOSB contractor or a combination of the prime SDVOSB and their SDVOSB subcontractor. In addition, prior to award the successful offeror must be able to provide to the Contracting Officer evidence of how their firm intends to satisfy the self-performance requirement. Should the successful offeror be unable to provide this information the Contracting Officer will deem such offeror non-responsible and an award will be made to the next highly qualified AE firm. Interested firms shall submit three (3) copies of the SF 330, via mail to Mr. Scott Achin, Contracting Officer (90C), 1540 Spring Valley Drive, Huntington, WV 25704, no later than June 5, 2012.
