- The US Army Corps of Engineers, Mobile District is issuing this notice of sole source intent to solicit and negotiate with only one source for Repairs to the sluice gate and jet flow valve structures at Buford Powerhouse located on Lake Sidney Lanier in Buford, GA. The Government intends to procure the proposed contract action from Crofton Diving Corporation pursuant to the authority of FAR Part 6.302-1. However, other interested parties may identify their interest and capability to respond to this requirement. While this notice is not a request for competitive proposals, all information received before (25-May-2012) after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This proposed procurement is for the repair and upgrade of the existing sluice gates and the jet flow valves contained inside the Buford Power plant. Due to how the sluice gates are operated, high energy and turbulent conditions are placed on the sluice gates and jet flow valves causing damages and making the system non-operational. The Buford power plant uses unique design jet flow valves contained inside the sluice gate structure. This unique, design, fabrication and installation was accomplished back in 2006 by Crofton Diving Corporation. Due to the fluid dynamics and the way the jet flow valves and sluice gates are being operated, high energy and turbulent conditions are present that have exceeded what was originally expected. The environmental conditions have caused electro-hydraulic umbilical cords, hydraulic hose reels and associated hydraulic piping to be damaged, along with gate seals and seal retainers. The Buford sluice gate and jet flow valve systems need to be repaired with upgraded components to ensure proper operation under the harsh environmental conditions for the full useful service life of the equipment. Crofton Diving Corporation performed the unique engineering design, developed drawings and has intimate knowledge of the system. Responses must be received within the time specified above. The Government will not pay for any material provided in response to this synopsis nor return the data provided. A solicitation is not available.
