Description
THIS ANNOUNCEMENT IS BEST VIEWED ON THE FAA CONTRACT OPPORTUNITIES WEB SITE: HTTPS://FAACO.FAA.GOV, KEYWORD: SLIP RING. The Federal Aviation Administration (FAA) is conducting a Market Survey for replacement of the Antenna Pedestal Slip Ring Assembly for the Terminal Doppler Weather Radar (TDWR). The Slip Ring Assembly must meet the specifications and capabilities identified in the attached documents. The primary mission of the TDWR is to enhance the safety of air travel through the timely detection and reporting of hazardous wind shear in and near the terminal approach and departure zones of an airport. Specific sources of the hazardous wind shear that are to be detected are microbursts and gust fronts. This is not a screening information request (SIR) or request for proposal (RFP); the FAA is not seeking or accepting unsolicited proposals. The FAA desires information and documentation regarding slip ring assembly solutions meeting the specifications addressed in the accompanying documents. The replacement slip ring assembly requirement is driven by the timeline of the larger project it supports; time may be one of the largest constraining factors for potential vendors. The vendor's ability to quickly respond with a prototype/first article slip ring assembly, and, when given notice to proceed, production assemblies is important. The accompanying documents are intended to provide enough information for prospective companies/vendors to decide whether or not they are capable of providing a replacement slip ring assembly that meets the TDWR system's requirements. Interested vendors that have the capabilities to manufacture slip ring assemblies to meet the TDWR's requirements should provide sufficient information to describe those items and capabilities in a compelling manner. Submitted documentation must clearly demonstrate that the vendor can produce a slip ring assembly meeting the size, electrical, and reliability/life requirements specified in the accompanying documents. In addition, the submitted documentation should address the following: -Vendor's ability to provide a prototype/first article slip ring assembly within a 3 month period. -Vendor's ability to commence delivery of production slip ring assemblies within 90 to 120 days of the FAA's notice to proceed. -Vendor's ability to deliver production slip ring assemblies at a rate of five (5) per month.-Characteristics of the vendor's "dustless" conductive material (i.e. conductivity characteristics).-Rough Order of Magnitude estimate for the production of a first article assembly and seventy (70) production slip ring assemblies (to be used for budgetary purposes only); include Overhead, General & Administrative (G&A), and Non-Recurring Engineering costs. Only those responses providing the required documentation in response to this market survey will be considered prior to further action by the FAA. Interested parties who can comply with and meet all of the requirements called out in this market survey should respond with their documentation in writing to the Contracting Officer. All responses shall also include a completed Business Declaration form, attached. The FAA prefers that all response submittals, including attachments, be submitted electronically to the following address: connie.m.houpt@faa.gov. Responses should be submitted in a Microsoft Word document (preferred); however, portable document format (i.e.,.pdf file) is acceptable. Vendors must respond by 2:00 p.m. (CST), May 25, 2012. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these products or services. Responders to this announcement may be asked to provide additional details/information based on their initial response. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
