- The Federal Protective Service, Headquarters, has a need for contractor personnel to provide administrative support to the Executive Management Office and Divisions staff at FPS Headquarters. FPS requires a contract with national coverage through which administrative support staff can be effectively and efficiently obtained to perform various administrative activities in conjunction with Agency mission. The Contractor will provide various personnel to support the FPS Administrative Executive Offices located at FPS Headquarters (HQ) Executive Management Office and Divisions located in Washington DC, Philadelphia, PA, Fort Worth, TX and Denver, CO. The administrative support personnel shall be responsible for the provision of clerical, general office management, document preparation and tracking and file maintenance as defined by mission need. The Contractor support staff shall also be responsible for preparation of standard agency correspondence, scheduling meetings, tracking shipments and coordination of travel for Federal employees. In order to obtain the defined capabilities in a manner that is in the best interest and the best value to the Government, this requirement is being solicited as a competitive 8a set aside in accordance with FAR 19.805. It is anticipated that a single award, 5 year, labor hour, indefinite delivery/indefinite quantity (ID/IQ) type contract will be established as a result of the solicitation. The NAICS code for this acquisition is 541611 - Administrative Management and General Management Consulting Services. The size standard is $7M Period of Performance The period of performance shall consist of a one (1) year base period with four (4) one (1) year options commencing on or about: Base Year: August 01, 2012 through July 31, 2013 Option Year I: August 01, 2013 through July 31, 2014 Option Year II: August 01, 2014 through July 31, 2015 Option Year III: A ugust 01, 2015 through July 31, 2016 Option Year IV: August 01, 2016 through July 31, 2017 Six month option: August 01, 2017 through January 31, 2018 extension of services under FAR 52.217-8 FPS reserves the right to request additional administrative personnel at FPS facilities across the United States. The requirement calls for a total of 327,360 hours of on-site, contractor administrative support for five years (one year base period with four, one year additional option periods and one six month option period under FAR 52.217-8). The labor categories associated with 327,360 hours (59,520 annual x 5 years = 297,600 + 29,760 six-month option) include a Project Manager, Executive Assistant, Administrative Assistant and Receptionist. The Request for Proposal (RFP) shall require the submission of a technical proposal as well as a price proposal. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov). Further, quoters are required to go online to the Business Partner Network (http://orca.bpn.gov) to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal. The solicitation will be posted to Federal Business Opportunities on or about May 25, 2012.
