Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. SCOPE. The contractor shall furnish all labor, materials, equipment, and transportation to provide two (2) new marine propulsion engines and components in accordance with the following specifications. The engines will be mated to existing Twin Disc MG-514 gears. 2. PROPULSION ENGINES. The engines provided shall be diesel of the current EPA emission tier rating for marine propulsion for a towing vessel. The engines shall be new, unused and have been manufactured within one year from the date of delivery to the Government. The engines and components shall be a product of regular manufacture which are currently offered for sale, and of which parts and warranty service are available through a network of dealerships located along the coast of the state of Louisiana from and including the cities of Lake Charles to New Orleans. 2.1 Each engine shall be rated for a minimum of 340 but not more than 365 brake horsepower at 1800 RPM in accordance with ISO 15550/8665 for continuous duty. Continuous duty is defined as use that is uninterrupted at full power. 2.2 Each engine shall consist of a keel cooled, turbocharged and jacket water aftercooled four cycle diesel engine with replaceable cylinder liners, complete with all accessories for operation including but not limited to: (1) SAE #1 flywheel housing, SAE #14 flywheel, (2) 12 volt starter and alternator, (3) jacket water cooled exhaust manifold, (4) jacket water cooled turbocharger, (5) neck and pressure cap assembly for Government furnished coolant expansion tank, (6) vertical dry exhaust outlet with flanged 15 inch stainless steel exhaust flex connection, (7) engine lube oil cooler, (8) engine mounted fuel cooler, (9) engine mounted gear oil cooler, (10) engine mounted secondary fuel filter, (11) engine mounted oil filter, (12) dry type air cleaner with replaceable element, (13) front engine mounts, (14) closed crankcase ventilation system, (15) instrumentation and control wiring harnesses for one engine room control panel and one pilothouse control panel for each engine, engine room harness to be 10 feet long and pilothouse harness to be 60 feet long, (16) two (2) programmable electronic instrument and control panels, with key switch, start and stop control, 7 inch diagonal daylight viewable and dimmable color TFT LCD, one (1) flush mount panel for pilothouse and one (1)flush mounted panel in an enclosure for bulkhead mount in the engine room, conforming to SAE J1939/CAN protocol that are plug and go compatible with the engine, similar or equal to Murphy HelmView, for each engine (four panels total are required for the two engines), with installation and operation manuals, Note: Control panels must contain the ability to start and stop and display information at one panel without station transfer actuation at another panel. (17) heavy duty dual top mount dual function electronic shift and throttle control system for the pilothouse station with interconnecting 60 foot harnesses, control boxes, actuators, electric to mechanical clutch interfaces that are compatible with and operate the throttle of the above engines and the shift mechanism of Twin Disc MG-514 gears, (18) pad eyes mounted fore and aft on the engine to lift the full weight of the engine, (19) manufacturers' standard paint system for marine service.
