Description
Solicitation for Youth Sports Officials For Officials, Scorekeepers and Timekeepers services Youth Sports Programs at RAF Lakenheath and RAF Mildenhall, United Kingdom General Provide officials for the Youth Sports Program in accordance with the following specifications: Contractor shall furnish Sports Association Certified Officials (as specified by paragraph 2 of Contractor Services) for each scheduled youth sports game and all tournaments. Contractor Services 1. Contractor shall furnish properly uniformed (as defined by the appropriate Certifying Sports Association for each sport), certified contractor representatives (paragraph 4 under "Contractor Responsibilities") for each scheduled and assigned game, to include youth games & tournaments. Sports to be officiated include flag football, basketball, volleyball, baseball, softball, indoor soccer, outdoor soccer and in-line hockey. The in-line hockey requirement is only applicable to RAF Mildenhall Youth Sports Program. 2. Contractor representatives are required to have a complete knowledge of and enforce all rules, local by-laws and safety requirements. By -laws are established for each officiated sport to be conducted, along with the most current version of the Official Sports Rules. The official governing sports body or sports association where rules governing each sport can be located are as follows: a. Basketball Rules- Governed by the National Federation of State High School Associations basketball rules b. Baseball rules- Governed by the Little League Baseball Incorporated rules c. Softball Rules- Governed by the American Softball Association rules d. Outdoor Soccer Rules- Governed by the Federation International Football Association e. Indoor Soccer Rules - Governed by the American Youth Soccer Organization f. Flag Football Rules- Governed by the National High School Federation Flag Football rules g. Volleyball Rules- Governed by the National High School Volleyball rules h. In Line Hockey - Governed by the National Roller Hockey Association rules 3. By -laws governing the play of each sport will supplement the Official Sport Rules and will be provided to the contract holder prior to each sport season. Often these by-laws are modified from season to season so a current copy cannot be provided until that time. Contractor Responsibilities 1. The contractor shall provide all equipment, uniforms, tools, materials, supervision, transportation needs and other items necessary to perform youth sports officiating services as defined in this SOW 2. Contractor shall meet with the Youth Sports Director at least two (2) weeks prior to the start of the scheduled sports season to obtain specific by-laws and review any other policies and procedures of the youth sports program. A copy of the local by-laws will be provided to the contractor at the meeting as well as a full season schedule of games that need to be officiated 3. Contractor representatives shall be in the correct location a minimum of 15 minutes prior to the scheduled game time and ready to officiate and in proper uniform (as defined by the appropriate Certifying Sports Association and respective governing rules for each sport). 4. Contractor representatives are responsible for providing their own uniforms and equipment and are required to wear an appropriate official's uniform for every sport and have any other required equipment in accordance with the rules governing the sport in which they are officiating such as whistles etc. 5. Contractor representatives shall comply with Air Force Safety regulation while officiating at RAF Lakenheath and RAF Mildenhall. Contractor representatives shall comply with AFI 34-249 Youth Programs http://afpubs.hq.af.mil to include professionalism and behavior control of contractor representatives during games. No official shall be allowed to work a game if it is determined by the Youth Sports Representative that he/she is under the influence of or has consumed alcohol or drugs. At no time will an official or other contractor personnel smoke or consume alcoholic beverages in, on, or around the playing area. This applies to before, during, in-between, and after games. 6. The contractor shall supply the Youth Sports Representative a list of the official's names, phone numbers and their qualification within two (2) weeks prior to the start of each sports season. The Youth Sports Representative may reject any official deemed not qualified. All rejections, changes, or deletion shall be in writing and forwarded to the contractor within 48 hours after evaluation along with the reason for disqualification. 7. The contractor or his designated representative shall coordinate setup and conduct sports contractor representatives clinics no later than two (2) weeks prior to the start of each sport. 8. If less than the full amount of contractor representatives required for a competition show up, the game or match may be postponed and planned at a later date with no charge to the Government for the game that was postponed 9. The contractor is responsible for scheduling contractor representatives to work games. The Youth Sports Representative will be notified immediately of any changes. The contractor representatives are not allowed to participate as a player, coach, team manager for the age group of the sport he/she officiates. 10. The contractor shall maintain a quality program to ensure services are performed in accordance with the sports rules, guidelines and practices. Contractor representatives will be fully trained in their sport and if any skill deficiences are noted, the contractor takes immediate action to correct the situation, either by providing additional training or removing the individual from the roster. 11. The contractor shall provide a contract manager who is responsible for the performance of work. The Youth Sports Representative and the Contracting Officer will be notified immediately of any POC changes. The name of this person and an alternate will be designated in writing to the Contracting Officer prior to the start of their performance 12. Criminal Background Check. The Government will conduct criminal background checks on individuals providing direct, unsupervised child care services under this contract, using the procedures set forth in Department of Defense Regulation 5200.1, The DoD Information Security Program and DoD Instruction 1402.5, Criminal History Background Checks on Individuals in Child Care Services, 19 Jan 93 a. Background checks will be based on fingerprints of individuals obtained by a Government law enforcement officer and inquires conducted through the Federal Bureau of Investigation (FBI) and state criminal history repositories. b. With the consent of the Contracting Officer, contract personnel may provide contract services prior to the completion of background checks. However, at all times while children are in the care of that individual, the contract personnel shall be within sight and continuous supervision of a staff person whose background check has been completed c. Individuals shall have the right to obtain a copy of any background check pertaining to themselves and to challenge the accuracy and completeness of the information contained in the report d. Individuals who have previously received DoD background check shall provide proof of the check to the Chief, (Medical Service) Services or obtain a new one. e. Failure to successfully pass the criminal background check shall result in immediate stop work and contract termination Responsibilities of the Government 1. The Youth Sports Program shall provide all playing fields, courts, equipment and supplies necessary for the teams to play the sport (balls, time clock, score books, etc). 2. Appropriate playing site; the maintenance, repair, cleaning and care of these facilities and sites for competition, tournaments and clinics shall be the responsibility of the Youth Sports Program and its staff. There shall be no responsibility for the preparation of fields or courts of play by the contractor representatives or contract holder. 3. The Youth Sports Representative shall provide the contractor representatives with any and all modifications to the rules which are in the form of by-laws at least two weeks in advance of the games to be worked. 4. The Youth Sports Representative shall provide the contractor with a complete schedule of games at least two (2) weeks in advance of scheduled events. Tournament dates shall be coordinated with the contractor representatives as far in advance as possible, by no later than two (2) weeks before the tournament. The tournament schedule may be subject to change by the Government due to inclement weather, acts of God, or military related problems and commitments. This schedule shall include all pertinent information necessary for the contractor representatives to conduct games such as rules modifications 5. When games are not played due to forfeit by a team because a team did not have the required number of players to start, the contractor representatives shall be paid the regular game fee for game/s that are not worked but forfeited. This is provided that the contractor representatives were at the game site at the scheduled start time for the game. Contractor representatives forfeit time for a team is 15 minutes after scheduled game time. If the Youth Sports Representative decides to play an abbreviated game or a game with fewer players on the field the official is required to perform 6. If it is becoming apparent that weather might be a factor in creating unsafe playing conditions, the decision to cancel, postpone or reschedule a game, will be made by the Youth Sports Representative only. This will be done at the earliest by 1500 hours or 2 hours prior to the scheduled game time of the day in which the game was to be played. If weather becomes a factor during game play, again the responsibility to cancel, delay or postpone the game will be made by the Youth Sports Representative only. Contractor representatives working games which are not fully concluded at the time of postponement or cancellation will be paid for a full game. 7. Contractor representatives will not be paid for cancelled games if the contractor is notified by the Youth Sports Representative at least two (2) hours prior to the scheduled time for the game on the day that the competition was to be officiated. The Youth Sports program office shall notify the contract holder or commissioner of all postponed or cancelled games with at least two (2) hours prior notice. It is then the contractors responsibility to contact scheduled contractor representatives to notify them of the cancellation 8. Rescheduled games which have been postponed due to weather or safety conditions will be rescheduled by the Youth Sports Representative only. Notification of the rescheduled games will be provided the contract holder or commissioner no less than two days or 48 hours prior to the competition so that the contractor or commissioner may have ample time to find contractor representatives to work the rescheduled games 9. The Youth Sports Representative reserves the right to critique each official's performance and may recommend to the contract holder that certain individuals be removed from future officiating duties if their quality of their officiating is not improved. Government Furnished Property 1. Facilities. There are no Government Furnished Facilities provided under this contract 2. The Youth Sports Program shall provide all playing fields, courts, equipment and supplies necessary for teams to play the sport (balls, time clock, score books, etc). Government Furnished Services 1. Utilities. Utilities will be provided while the contractor is performing on base 2. Security and Fire Protection. Security Police and Fire Protection can be reached at (01638) 523000 3. Emergency Medical Care. The Government shall provide, strictly on an emergency basis, medical facilities for emergency medical care. Any use of these facilities shall entitle the Government to consideration, and shall be used solely on a reimbursable basis.
