- NOTICE OF CONTRACT ACTION (NOCA) - The Air Force Operational Test and Evaluation Center (AFOTEC) on behalf of the Air Force Safety Center (AFSC) intends to issue a Request for Proposal (RFP) for Remotely Piloted Aircraft (RPA) Advisory and Assistance Services (A&AS) on or about 1 June 2012 with written proposals due on or about 2 July 2012. The RPA acquisition is to obtain A&AS services to assist the AFSC in efforts to implement Air Force and Air Force Chief of Safety (AF/SE) strategy to provide functional safety capabilities in support of Operation IRAQI FREEDOM (OIF) and Operation ENDURING FREEDOM (OEF) missions; clear RPA investigative backlog, and to facilitate the safe expansion of RPA operations within the National Airspace System, and OIF/OEF area of responsibilities. This acquisition will be a small business set aside. The applicable North American Industry Classification System (NAICS) code is 541330 - Engineering Services. The Government anticipates award of a single Firm Fixed Price contract with a base period and two one-year options. Detailed information on this acquisition was previously posted at www.fedbizopps.gov in a sources sought synopsis under FA7046-AFSC-1201. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.fedbizopps.gov. This office will not issue hard copies of the solicitation, attachments, or technical documents. Award will be made on a Lowest Price Technically Acceptable (LPTA) evaluation method using evaluation factors listed in Section M of the RFP and acquisition procedures as described in FAR Part 15. Foreign participation is not allowed due to security access restrictions. In accordance with AFFARS 5301.91, Ombudsman Program, the Ombudsman for this acquisition is Lt Col Eric Brewington, AFOTEC/ A4/7. All potential offerors are reminded, in accordance with DFARS 252.204-7004, Required Central Contract Registration, that lack of registration in the CCR database with a CAGE code BY 2 July 2012 will make an offeror ineligible for award. Comments and/or questions will be accepted one week after the final RFP is released.
