Description
The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) Scott Field Office intends to solicit and negotiate a firm-fixed-price bridge contract to the five incumbent Inmarsat contractors under the authority of 10 USC 2304(c)(1) in order to continue acquiring Inmarsat airtime services identical to those currently being acquired under contracts DCA200-02-D-5024 with AOS, Inc., 17817 Davenport Road, Suite 225, Dallas, Texas 75252, DCA200-02-D-5025 with ADC International, 5550 Friendship Blvd. Ste, 340, Chevy Chase, MD 20815, DCA200-02-D-5026 with CapRock Government Solutions, Inc., 2751 Prosperity Avenue, Suite 300, Fairfax, VA 22031, DCA200-02-D-5027 with GCSI, Inc., 7640 Omnitech Place, Victor, NY 14564, and DCA200-02-D-5028 with O-Gara Satellite Systems, Inc., 3276 Crownview Drive, Rancho Palos Verdes, California 90275, while the current full and open competitions for follow-on acquisitions are completed. The contracts will be multiple award indefinite-delivery, indefinite quantity (ID/IQ), fixed price contracts, awarded on a sole-source basis to the five incumbent contractors, for services to be acquired under firm-fixed-price task orders. Task orders shall be funded with O&M appropriations that are available for obligation at the time each task order is issued. The Period of Performance on the bridge contract is a base period of one year, starting on 06 June 2012 and a one-year option period. The services are required to provide assured Mobile Satellite Services (MSS) communications critical to the success of military operations, ranging from humanitarian relief to the full spectrum of warfare, conducted in support of the National Military Strategy. Military forces depend on satellite communications (SATCOM) systems to access essential information services to support land, sea, air, and space operations. The DoD has increasingly relied on commercial satellite communications (COMSATCOM) services to satisfy its expanding requirement for space-based communications.
