Description
Synopsis Whiteman AFB Steam Heat Synopsis This is set-aside for SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS. All qualified Service-Disabled Veteran-Owned Small Business concerns are eligible to participate. All other firms are ineligible to submit offers. The North American Industry Classification System (NAICS) code for this acquisition is 561210 with a small business size standard of $35.5 Million. This will be a service acquisition in accordance with Federal Acquisition Regulation (FAR) 37.1 and the Service Contract Act will apply. The contractor shall provide all supervision, personnel, equipment, tools, transportation, materials/supplies, and other items and services necessary to safely operate, maintain, and repair the government-owned central steam plant and the steam and condensate distribution system at Whiteman Air Force Base (AFB), Missouri, 24 hours a day, 7 days a week, 365 (366) days a year. The Contractor shall be responsible for operating and maintaining the plant in the most efficient manner possible with emphasis on energy savings. (Note: the central steam plant and the steam and condensate distribution are considered as one unit in the operation and maintenance of this contract). Operation includes: Operation of the Delta V instrumentation and control computer system, boilers, associated pumps and fans, condensate and plant make-up systems, steam and condensate distribution system, emissions controls, RO system, associated equipment, deaerator, fuel storage and handling, plant instrumentation, controls and associated systems, waste heat recovery equipment, emergency backup equipment, and water treatment equipment. It is anticipated that the solicitation will be issued electronically on the FedBizOpps posting system on or about 6 July 2012. No paper copies of the solicitation will be available. It will be the responsibility of any potential offerors to monitor the FedBizOpps website for the issuance and any changes to the solicitation. All contractors must be registered in the Central Contractor Registration (CCR) database prior to any contract award.
