- Item Description for NSN 3950-01-576-4526 This is a Sources Sought Notice only. This is NOT a Request for Proposal, Request for Quote or Invitation for Bid. DLA Troop Support is conducting market research seeking to identify possible sources that can supply NSN 3950-01-576-4526, Power Operated Drum Winch, (See attached Item Description). Interested contractors are requested to review the attached description carefully to identify any potential manufacturing challenges and formulate any questions. The intent of this sources sought notice is to gather information that will identify sources for the possibility of a solicitation for the referenced item under a long-term, indefinite quantity type contract. The Mine Resistant Ambush Protected - All Terrain Vehicle (M-ATV) is a light, maneuverable off-road vehicle that incorporates Mine Resistant Ambush Protected level protection that maximizes both protection level and off-road mobility for maneuverability that implements operations in theater such as being able to ford water obstacles without special preparation or kits. The specifications for the winch call for it to be mounted onto the front bumper of these vehicles. The winch would be utilized to enable troops to free stuck vehicles at the "time of occurrence" so as to eliminate the need to secure/abandon them until such time that they could be recovered. Abandoned vehicles often provide a favorable target for the enemy who could lie in wait for recovery teams to arrive later to reclaim the asset. The item is currently manufactured by Oshkosh Corporation, Part Number 3819149 and Warn Industries, Inc., Part Number 81544. The curb weight of the M-ATV is approximately 17,000 lbs. The unit must be capable of being retrofitted onto the front bumper of the M-ATV vehicles and be able to meet industrial severe duty specifications requiring a length of compacted steel rope to be able to sustain a pull of approximately 19,500 lbs, or more. The length of rope has to be long enough in order to extricate the M-ATV, or comparable vehicles, from the hazard in which it is mired.
