Description
Wilmington VA Medical Center is looking for the following Services using NAICS CODE 541690. This Sources Sought Notification closes on 23 May 2012 at 2:00 pm. If interested please provide information at the Interested Parties Tab. ----------------------------------------------------------------------------------------------------------------------- STATEMENT OF WORK Project Title: Fire Protection Peer Review Program A.GENERAL DESRIPTION/PURPOSE 1.The purpose of this contract is to provide engineering services with emphasis on fire protection and life safety as required in compliance with VA Policies and National Fire Protection Association (NFPA) Codes and Standards. B.SCOPE OF WORK 1.This contract will require the Contractor to provide assessment, analysis, and engineering services. 2.The Contractor must prepare and submit deliverables as indicated below. 3.Contractor shall adhere to the requirements of all local, state and federal agencies in meeting all applicable facility improvement regulations, codes and ordinances for the 50 States, territories and possessions in which projects are assigned (see item C.2.g below). It may be necessary for the Contractor to hire a local specialized firm to assist in meeting local requirements. C.REQUIREMENTS/DESIGNATED SERVICES 1.The Contractor shall conduct fire protection and life safety reviews of project documents and/or development of Life Safety Code equivalency requests for Department of Veterans Affairs facilities including medical centers, domiciliary care facilities, outpatient clinics, research facilities and offices associated with the Wilmington VA Medical Center. Project documents shall be supplied to the Contractor in hardcopy format for review and may include plans, drawings, photographs, specifications, equipment data, narrative documentation, calculations, and/or project data. As an option, the requesting COTR and / or the design team may submit information in scanned/electronic format via an email message sent directly to the Contractor for a preliminary review before the Contractor receives a hardcopy of the documents. 2.The work conducted by the Contractor under this contract shall be based on compliance with the following requirements as appropriate: a)VA Fire Protection Design Manual, current edition b)VA Program Guide PF-18-15, current edition c)Life Safety Code NFPA 101, current edition. d)All other applicable NFPA codes and standards, current editions (note that NFPA 5000 is not used, see item C.3.1.4 below). e)Fire protection features not addressed by the VA Fire Protection Design Manual nor by the NFPA Codes and Standards shall comply with requirements of the International Building Code (IBC), current edition. f)ANSI/ASME A17.1 Safety Code for Elevators and Escalators, current edition. g)For projects not located on VA property, comply with all applicable federal, state, and local regulations, codes, and ordinances in addition to the items listed in C.2.a through C.2.f above. If there are conflicts between state/local requirements and VA requirements, contact the requesting VA facility for guidance. D.TASK 1. Review project documents at 75% phase of design. E.DELIVERABLES 1.Report of Findings. The Contractor shall provide a written report that will include all comments, observations, suggestions, findings, and/or conclusions to assist the requesting facility to ensure compliance with the applicable requirements listed in C.2.a through C.2.g, this document will be signed and sealed by a licensed fire protection engineer. 2. Reports of findings shall be submitted to the COTR as well as to the design team for incorporation into the final design. F.SCHEDULE 1.For reviews of project documents, the Contractor will conduct a preliminary review of the hardcopy documents within the first two business days after receipt of the documents. The Contractor should be able to complete the entire FP review, including the report of findings, within two weeks from receipt of the documents. If acceptable the Contractor may submit a copy of the report of findings through an email message that includes, if applicable, a scanned/electronic image of marked-up hardcopy documents.
