Description
NOTICE OF INTENT TO SOLE SOURCE: The Center for Disease Control and Prevention (CDC), Center for Global Health (GCH), Global Immunization Division (GID), is contemplating the award of a contract on a sole source basis to Ehealth and Information Systems Nigeria, 17971 Santa Clara Avenue, Santa Ana, CA for the professional services in the project entitled, 'Nomads Field Operations Technical Assistance Support.' The purpose of this contract is to procure the technical assistance support services from the only qualified contractor who will partner with CDC to fulfill the Global Immunization Division's mission to provide technical assistance support to the priority countries with endemic or reestablished transmission of wild polio virus. The contractor will perform the following major tasks: data collection, analyses, and operational planning necessary to assist the Government of Nigeria/National Primary Healthcare Development Agency (NPHCDA) on the development of NPHCDA's program for sustaining immunization coverage and polio surveillance among nomadic populations in Nigeria. It is foreseen this will require three phases: Phase 1: This activity includes collection and review of international, interstate, and local stock route maps, nomadic school locations and other local government authority data to confirm the density of nomadic communitities; Phase 2: This activity involves linking the local immunization officer (LIO) and Ward Focal Persons (WFP) to the local nomadic leadership and corroborating the data received concerning population size and location per ward with information solicited from key social and professional networks, including the area agricultural and veterinary officers and local NGOs; and Phase 3: This activity involves the development of working systems to monitor and sustain nomadic coverage. The minimum qualifications are: (a) degree in informatics, data management, computer engineering or related field, and certified training in data management desired; (b) experience with social network analysis procedures and software and analysis of large network data sets desired; (c) ability to practice diplomacy and display an understanding of the unique challenges of public health programs and ability to engage in interaction and have extensive contact with members of partner organizations (e.g. WHO, UNICEF, Ministries of Health); (d) staff fluency in English and Hausa and at least one additional Nigerian language such as Fulani or Fulfulde; (e) excellent writing skills, and ability to clearly communicate information orally and in writing with management and a diverse professional staff regarding public health program operations procedures, requirements, standards, or special project activities; and (f) extensive experience developing mobile technologies for program monitoring and evaluation purposes. CDC intends to negotiate this requirement under the authority of FAR 6.302-1 and HHSAR 306.302-1, Only One Responsible Source. The basis for this contemplation is that only one responsible source and no other services will satisfy agency requirements. NAICS code of 518210 with a small business size standard of $25 million. The anticipated peformance period is 12 months with one 12 month option period. All presentations and publications from data analyses under the contract may be restricted. All data generated under the contract is the property of the Government. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 10 pages. All responses should be received by May 22, 2012 at 10 AM, Eastern Standard Time (EST). All responses must be in writing and can be sent via email to bbv9@cdc.gov or fax to 770-488-2688.
