- COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) and the solicitation number is SP4705-12-Q-0029. No formal solicitation will be issued. Review the attached Statement of Work for more details. This solicitation is issued as unrestricted. The NAICs code is 541720 and the size standard is $19,000,000.00. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-58 effective 18 APR 2012, Defense Federal Acquisition Regulation Supplement (DFARS), and Defense Logistics Acquisition Directive (DLAD). The DLA Contracting Services Office intends to procure acquisition on behalf of the National Defense University (NDU) to provide contractor support to research English/Arabic sources on religion/culture and social sciences services for National Defense University (NDU) located in Washington, D.C. Contract Line items: 0001 - Researcher (The position is part-time and not to exceed 20 hours per week). Description of Requirements: The contractor shall be directly responsible for ensuring the accuracy, timeliness, and completion of all tasks under this effort. National Defense University / National War College Statement of Work 1.0 TITLE: National War College Minerva Research "Strategic Impact of Religious and Cultural Changes in the Muslim World" 2.0 BACKGROUND: The Office of the Secretary of Defense (OSD) Minerva Research Initiative was mentioned in the 2010 Quadrennial Defense Review as a key effort in meeting these challenges. By drawing upon the knowledge, ideas, and creativity of the nation's universities, research institutions, and individual scholars, Minerva aims to foster a new generation of engaged scholarship in the social sciences that will help us meet the challenges of the 21st century. The Minerva Project at the National Defense University/National War College will consist of projects requiring extensive research to be conducted on Islam and democratization in Muslim-majority countries. The research will focus on Syria, Yemen, Libya and Afghanistan. 3.0 OBJECTIVE: The Minerva Research Initiative: Minerva is a social science basic research program launched by former Secretary of Defense Robert Gates in 2008 to improve our fundamental understanding of the social, cultural, behavioral, and political forces that shape regions of the world of strategic importance to the U.S. Its primary objective focuses on building bridges between the Department of Defense and the academic social science community. In accordance with the specifications outlined by the OSD Minerva Fellowship Memorandum of Agreement, this request is designed to meet the requirements and objectives from paragraph 4 B (6). "To the maximum extent possible, accommodate Fellow's ability and desires to engage, and pay graduate student or post-doctoral researchers and/or faculty-level research fellows to support the Minerva-related research." 1) To support and develop the Minerva Fellows basic social science and area studies research that will help define sources of present and future conflict and improve understanding of political trajectories of key regions of the world; 2) To enhance connectivity between defense educational institutions and the civilian university-based social science research community. 3) Coordinate travel to and from relevant academic conferences, workshop and symposia as well as provide support for relevant workshops to accomplish goals of the Minerva Fellowship. 4.0 PERIOD OF PERFORMANCE: Duration of this contract shall be from 24 May 2012 to 15 September 2012. A specific timeline has been provided for each required task (see item #10.0). 5.0 PLACE OF PERFORMANCE National War College, Building 61 Roosevelt Hall, 300 D Street, SW Fort McNair Washington, DC 20319 6.0 TRAVEL: No travel required. 7.0 TYPE OF CONTRACT: This requirement is a Firm Fixed Contract. 8.0 TECHNICAL REQUIREMENTS: • Contractor shall have at least one year of editing skills • Contractor shall have at least one year of research skills • Contractor shall have experience in Managing a research program • Contractor shall have experience in Public communication • Contractor shall have a Masters degree (as a minimum) • Contractor shall provide proof that they are a Graduate student or post-doctoral research experience • Contractor shall provide previous professional experience in teaching or research institution. 9.0 RESPONSIBILITIES: Contractor shall: Task #1 - Contractor shall have at least one year of editing skills and be capable of editing the following book: Book: Islam and Secularism in the West (7 chapters of 25 pages each) (a) Contractor shall provide additional research on English/ Arabic sources on religion/culture and social sciences (b) Contractor shall edit each chapter. (c) Contractor shall format book manuscript. Task #2 - Contractor shall edit one academic article related to Islam and Secularism in the West (40 pages). Task #3 - Contractor shall organize a conference for 20-21 June 2012 on "Islam and Democratization (10 panelists/50 guests in attendance for 1 to 5 days) Task #4 - Contractor shall provide administrative duties; to include email and telephone communication; work with Berkley Center and the Washington academic and political Community at large. Task #5 - Contractor shall edit policy briefs/ Opinion Editorials (OPEDs)/media pieces related to book projects from task #1 & 2.
