- The United States Coast Guard Aviation Logistics Center, LRS, PLD Contraction Section, is conducting market research to determine if any certified facilities/vendors are available to overhaul and/or modify the 54H60 propellers and components. This is not a request for proposal/solicitation notice and in no way obligates the Government to award any contract. This is a Sources Sought Notice only. The purpose of this Sources Sought Notice is to gain knowledge of any commercially available vendors that can perform overhaul and/or modify the 54H60 Propeller Assemblies and components that may be of interest to the United States Coast Guard. The Offerors shall be a Federal Aviation Administration (FAA) Certified Repair Station, a European Aviation Safety Agency (EASA) Approved Maintenance Organization (sic), or a Transport Canada, Civil Aviation Directorate (TCCA) Approved Maintenance Organization. Possession of at least one of the listed certifications is a minimum requirement. The prime, as well as any subcontractors, must be in possession of current FAA certifications, an EASA Approved Maintenance Organization (sic) certification, or a TCCA certification Approved Maintenance Organization certification, for the overhaul and/or modification of the 54H60 propeller assemblies and components. The absence of a current certification or classification for the 54H60 propellers and components will preclude the Offeror for consideration as a potential candidate for future consideration to perform an Overhaul and/or Modification to the 54H60 propeller assemblies. Offeror must provide proof of these certifications with your response to this Sources Sought Notice. Offerors must have the capability to perform cold rolling. Offeror's must have either in house Cold Rolling capability or by a facility that is authorized by the U.S. Air Force. The authorized Cold Rolling facilities are listed in Air force Technical Order (AFTO) 3H1-18-3. Responses should include company literature, brochures, website information that demonstrates the Offerors capabilities. Please respond to the following questions: (1) Is your business a large or small business under NAICS code 336412. (2) If small, does your firm qualify as a small emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "hub zone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Are your services listed on a GSA schedule? (8) Do you have other government agencies using your overhaul facility; and if so which agencies, Provide point of contacts and contract numbers. After review of the responses to this Sources Sought Notice, and if the Government still plans to proceed with the overhauls, a Pre-Solicitation notice will be published on FedBizOpps website. Telephone responses will not be accepted. Responses must be received no later than 21 May 2012 at 3:00 p.m. EST. Responses to this Sources Sought Notice will not be used for a contract award. Interested Vendors will still be required to submit a proposal responsive to the actual solicitation requirements. Again, this is NOT a request for proposals and in no way obligates the Government to award any contract.
