CANCELLATION NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is PR-OECA-12-00180 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-57. The associated North American Industrial Classification System (NAICS) code for this procurement is 621340 with a small business size standard of $7.00M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-03-29 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The Environmental Protection Agency requires the following items, Meet or Exceed, to the following: LI 001, Deliverable 1: Physical Demands Job AnalysisoIdentify the physical characteristics required to conduct both representative and physically-demanding daily assignments (based on Essential Job Functions to be provided by EPA/OCEFT upon request) and some of the most-demanding components of EPA/ OCEFT/CID special agent training (as a proxy for rare-but-demanding situations such as a shots-fired scenario or applying handcuffs to a non-compliant suspect). oPrepare final report on physical demands job analysis. The contents of this report will be in a form that can be used (1) to serve as the basis for the functional job task ability assessment, and (2) to inform prospective new hires, incumbents who have been injured and are attempting to return to work, and medical provider(s) and/or medical review officers., 1, EA; LI 002, Deliverable 2: Functional Job Task Ability Assessment oDevelop a draft functional job task ability assessment directly from the physical demands job analysis (above) to determine if CID special agents have the required functional ability to perform representative daily assignments and rare-but-demanding activities. The recommended score(s) will be based on the actual demands of the job, and will NOT be age-and-gender normed. oHistorical injury data may be used to assist with the selection of any job tasks to be simulated in the assessment. oPrepare draft report on functional job task ability assessment. The contents of this report will be in a form that can be used to support future development of final functional job task ability assessments and conditioning programs to be utilized in health and wellness programs. oValidate the Draft Functional Job Task Ability Assessment in order to develop the final testing protocol. oThe final functional job task ability testing protocol will be in a form that can be used for testing recruits, new hires, incumbents, and employees returning to work after an absence, to extend its value far beyond periodic testing., 1, EA; LI 003, Deliverable 3: Standardized Testing Protocol Manuals for Testing Personnel oDevelop Standardized Testing Protocol Manuals for Testing Personnel on the Functional Job Task Ability Assessment. oTraining materials will be developed in a format that can be used for training of EPA/OCEFT/CID's Physical Fitness Coordinators (see below), as well as for future use within EPA/OCEFT. Materials will include clear explanatory text and diagrams or photographs illustrating the testing protocols. oEPA/OCEFT will be provided with 25 print copies of the training materials, along with an electronic version for future use., 1, EA; LI 004, Deliverable 4: Conditioning Programs for Functional Job Task Physical Demands oDevelop conditioning programs for functional job task physical demands. oThe physical conditioning programs will provide a supportive approach to guide Special Agents to successfully pass the Functional Job Task Ability Assessment test. oPosters or booklets with clear explanatory text and diagrams or photographs will be designed to guide Special Agents in the conduct of the conditioning program. EPA/OCEFT will be provided with 225 copies along with an electronic version for future use., 1, EA; LI 005, Deliverable 5: Training of Testing Personnel in Standardized Test Administration and Coaching oTrain testing personnel in standardized test administration of the Functional Job Task Ability Assessment and in coaching Special Agents on the conditioning programs. oLive training (one day) will be delivered directly to fifteen (15) EPA/OCEFT/CID Physical Fitness Coordinators in a Train-the-Trainer format that they then can disseminate to EPA/OCEFT/CID Special Agents. oTraining will include guidance on coaching Special Agents in performing the conditioning programs described above. oA possible location for this training is the physical techniques complex at the Federal Law Enforcement Training Center (FLETC) in Charleston, SC., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Environmental Protection Agency is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
