Description
THIS NOTICE IS FOR INFORMATION ONLY - The Health Resources and Services Administration (HRSA) intends to negotiate on a sole source basis for the HIV/AIDS Bureau (HAB) with Johns Hopkins University School of Medicine; 1830 E. Monument Street, 8th Floor, Baltimore, MD 21287. The purpose of this procurement is to provide a study, by using longitudinal data from the HIV Research Network, that will examine the treatment cascade to better understand the relationship between linkage to care, early retention in HIV care, and ART readiness, initiation and adherence. The study should also identify gaps in care among the HIVRN patient cohort and will utilize Medicaid Analytic Extract files obtained through the Center for Medicaid and Medicare Services (CMS) Research Data Assistance Center to examine utilization of medical and other health care services outside of HIV Research Network. Increasingly, the concept of HIV adherence has expanded to include, not only adherence to antiretroviral medications, but linkage and retention in medical care. After HIV diagnosis, timely linkage to and retention in care is critical to the receipt and success of antiretroviral therapy (ART) in achieving viral suppression. The period of performance for this project is for twelve (12) months. NAICS Code: 541720. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 15. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) a Justification for Other Than Full and Open Competition is on file, which states and supports that Johns Hopkins University of Medicine is uniquely qualified to carry out these activities, Johns Hopkins University School of Medicine is the data coordinating center for the proprietary HIV Research Network (HIVRN) data and as such, is the only entity capable of conducting the proposed acquisition in which HIVRN longitudinal data will be utilized to examine research questions related to the receipt of medical care among people living with HIV/AIDS. One of the key strengths of HIVRN is the longitudinal data that is available to examine issues related to HIV medical care. This project requires the contractor to have close contacts with clinical sites providing HIV care, and to have established procedures and protocols whereby the site transfers specific data elements from existing clinical records to the contractor. A significant component of activity in this project consists of obtaining medical record data from HIV provider sites and working with each site to ensure that data are transmitted in (or can be put into) a uniform format. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals, however, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
