COMBINED SYNOPSIS/SOLICITATION AB133F12RQ0455 GRAY WHALE AND STELLER SEA LION PHOTOGRAPHIC IDENTIFICATION SURVEYS IN 2012 AND 2013 (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NFFS7600-12-RQ-03547/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. (IV) This solicitation is unrestricted and open to all sources. The associated NAICS code is 541712. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: Gray whale photo ID surveys. CLIN 0002: Stellar sea lions photo ID surveys. (VI) Description of requirements is as follows: STATEMENT OF WORK GRAY WHALE AND STELLER SEA LION PHOTOGRAPHIC IDENTIFICATION SURVEYS IN 2012/13 In 2007-2011, the National Marine Mammal Laboratory (NMML) conducted vessel surveys for the photographic identification of gray whales and the re-sighting of sea lion brands along the west coast of Vancouver Island, Canada. There are two components to this contract, consisting of surveys for gray whales (project 1) and surveys for Steller sea lions (project 2). Research Study #1-Gray whale surveys Statement of work, services, and supplies The National Marine Mammal Laboratory (NMML) has been studying gray whales since 1996 along the Northern Washington coast and the Strait of Juan de Fuca. The gray whales that are seen in northern Washington waters are part of a larger feeding aggregation that is distributed along the entire west coast of the United States and Canada. To obtain a better understanding of the abundance and temporal and spatial distribution of the whales within the feeding aggregation, the NMML has contractually supported other researchers that have been studying this gray whale feeding aggregation throughout its range. The purpose of this contract is to collect photographs of gray whales and ancillary data to be used in photo-identification analyses to estimate abundance of the gray whale feeding aggregation along the west coast of the US and Canada and to measure their spatial and temporal distribution, habitat use, and fidelity to feeding sites. This contract outlines specific data and products to be provided to NMML, but it is the intent of the NMML to develop scientific results and publications cooperatively with interested researchers that provide the data. Work and services to be performed 1) Conduct six vessel surveys annually for gray whales where each survey covers the coastal waters extending from Port Renfrew to Cape Beale on Vancouver Island, British Columbia (BC). An average of one to two surveys will be conducted each month from June through September in 2012. One survey will also be conducted from Estevan Point to Skuna Bay off Vancouver Island if gray whales are present in that area. 2) Obtain identification photographs of all gray whales encountered during the surveys. Provide photographs to Cascadia Research Collective (CRC) for matching to their photographic catalog (see deliverables section for details). 3) Collect ancillary data during the survey and for each sighting of a gray whale as identified in the attached data collection form. 4) Provide an electronic data file containing the data identified in the form (see deliverables section for details). 5) Provide a brief summary report 6) The period of this contract will be from 1 June 2012 to 1 July 2013. Contract Deliverables and Due Dates: 1) Photographs: Gray whale photographs collected in 2012 must be provided to Cascadia Research Collective by 15 January, 2013. Specific delivery contact information will be given after award. The photographs shall be provided as digital images to CRC with each image labeled so that it can be referred back to the data file. A listing of the CRC identification numbers for the gray whales encountered should be provided to NMML at a later date. Each gray whale encountered should be photographed around the first dorsal hump on both sides of the whale. In subsequent encounters with a previously identified whale, a single photo of an identifying mark will suffice. 2) Data File: An electronic data file containing the data identified in the attached data form must be provided to NMML. The data file should either be in ASCII tab-delimited format or in a Microsoft EXCEL or ACCESS data file. The contractor can request that Cascadia Research provide the electronic data file to NMML. The data form is provided to document the required fields in the data file and while it could be used for data collection it is not a contract requirement to use the form during the surveys. 3) Report: A brief summary report is due prior to completion of the contract. The report should summarize for each survey that was conducted, the survey date(s), time spent surveying, number of gray whales encountered, and number of photographs collected. Research Study #2-Steller sea lion surveys Statement of work for conducting Steller sea lion brand resight surveys off SW Vancouver Island, B.C. in 2012. Background This proposed contract is a study supported and sponsored by NOAA and entails conducting surveys for marked/branded Steller sea lions off SW Vancouver Island in 2011-2012. The National Marine Mammal Laboratory (NMML) has conducted research on Steller sea lions in northern California and Oregon from 2001-2011. The research has focused on branding and marking Steller sea lion pups at natal rookeries in order to derive estimates of survival for the population. This process requires frequent surveys for marked Steller sea lions in California, Oregon and Washington where animals disperse to after the summer breeding season. In the summer and fall of 2005, Steller sea lion surveys were initiated off SW Vancouver Island, Canada. These surveys yielded important information regarding the distribution, relative abundance and frequency of sightings of marked sea lions from the Oregon and California rookery sites. Over 65 different individually branded Steller sea lions were observed and photographed during these 2005 surveys. The sea lion surveys in 2006 yielded at least 61identifications of Steller sea lions which included 27 individuals from Rogue Reef, 8 from St. George Reef, 2 from Shilshole Bay, 4 from the Strait of Georgia (tagged as part of DFO study) and one from the Gulf of Alaska. NMML therefore wishes to continue these survey efforts in 2012. Sites to be surveyed The sites to be surveyed do not include rookery sites but are considered only haul out sites. Six primary sites would be surveyed during the study including (from south to north) Carmanah Point, Pachena Point, Folger Island, Wouwer/Batley Islands, Mara Rocks, and Long Beach Rocks. In addition to these primary sites, opportunistic surveys may be conducted at Juan Perez Island and Berryman Point. Some of these sites are seasonal in nature so the sampling regime should attempt to survey during periods of maximum sea lion numbers. Frequency and timing of surveys Each site would be surveyed four times between June 1 and December 30 in 2012. Surveys should be spaced at intervals of at least 10 days to 2 weeks. Pachena Point, Folger Island, and Wouwer Island are seasonal sites which have low abundance until at least September so they should not be surveyed during July and August unless local information indicates they are present. Survey protocol and data collection The vessel operator must carry a biological observer along on the surveys to record data and photograph sea lions. Each site may take several hours to survey depending on sea lion abundance and location. Brand resight surveys may require at least two people to conduct, one to operate the vessel and one to photograph and record data. Sea lions should be counted when the haul out site is first approached. The sea lions should then be scanned carefully with binoculars to note branded animals and tagged animals. Steller sea lions are branded along the left side. Sea lions branded at Rogue Reef, Oregon have a letter R following the numbered digit (i.e. 25R). Sea lions branded at St. George Reef in California have a letter Y following the brand number. All the Steller pups were tagged on both front flippers with white plastic all-flex tags. Some pups may have lost one or more tags. The tag numbers match the brand numbers. Branded and or tagged Steller sea lions with R or Y letter designations should be recorded and photographed whenever possible. Photographs should be taken with a digital camera so that images can be stored for later evaluation and transmission. Resight data for each tagged/branded sea lion should include; date, time, location, observer(s) photo record, general behavior/association with other animals and a brand quality index for each digit. The brand quality protocols and overall survey protocol will be sent to the contractor when the contract is awarded. Products and deliverables The vessel operator's photo log and a CD disk with digital photographs of all the branded sea lions encountered during the surveys each year will be sent to NMML by 30 December, C/O Pat Gearin. Email will be provided after award. Performance period The period of this contract will extend from 1 June 2012 to 1 July 2013 All work will be completed in the territorial waters of Canada. All U.S. citizens must be approved for a Canadian Work permit in accordance with Canadian Citizenship and Immigration Laws prior to submitting quote.
