- Notice of Intent Research and Development and Fabrication of Inertial Confinement Fusion (ICF) Targets and Target Technology Development Support Contract DE-AC52-06NA27279 May 10, 2012The Department of Energy?s (DOE) National Nuclear Security Administration (NNSA) intends to issue a modification to Contract DE-AC52-06NA27279 with General Atomics (GA) to continue performance and extend the contract period of performance by means of other than full and open competition pursuant to statutory authority 41 U.S.C. 253(c)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?, in support of the DOE NNSA Office of Inertial Confinement Fusion (ICF), NA-112. The modification is anticipated to increase the contract ceiling and extend the period of performance an additional four (4) months, through September 30, 2012, to continue the support to the ICF program for fabrication of ICF targets which is critical to meet NNSA?s Stockpile Stewardship Program. In FY12 NNSA intends to award a sole-source contract to GA as a follow-on to this effort. A Notice of Intent for the follow-on effort was published previously and NNSA determined that only GA is capable of satisfying the agency requirements. The demonstrated competence and technical capabilities of GA represents a unique, integrated resource. GA has developed the unique capability to perform all aspects of ICF target fabrication and technology development and has demonstrated success in providing targets to a challenging R&D program. GA has demonstrated exceptional technical capability in a wide variety of fields relevant to the ICF program, including advanced materials, nuclear engineering, multi-layer spherical shell and thin film production and characterization, radioactive materials handling, cryogenics, pulsed power, plasma physics, fusion science, and engineering. Consequently, GA is the only source capable of providing ICF targets and target components that fully meet the program?s exacting specifications. GA, as the current incumbent and only supplier of this class of targets for the past twenty (20) years, has the unique technical capabilities, equipment, and facilities to fulfill the challenging req uirements of the contract as outlined in the Performance Work Statement (PWS). Due to these factors and the time and substantial duplication of costs involved in procuring and phasing in another contractor, General Atomics is considered the only contractor that can meet DOE NNSA?s requirements. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact as soon as possible. However, based on extensive market research for the sole source follow-on effort it was determined that GA was the only responsible source capable of satisfying the requirements for the sole source follow-on contract and therefore, it is expected that GA is the only responsible source capable of satisfying the requirements during the 4-month contract extension. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government does not intend to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice.
