- This is a notice to award a sole source contract and is not a request for competitive proposals. The Government intends to solicit a proposal and enter into a contract with Brubaker Incorporated, a Small Business concern. The Brubaker Incorporated will redesign and refurbish an exhibit ERA I room, with existing screen-printed cut labels and outdated photographs that are currently part of the exhibits in the Plains High School Museum from the Jimmy Carter early years. All text and photographs will match existing text and labels in the ERA III room, which was designed by Brubaker Incorporated. Under authority of FAR 6.302-1(a)(2)(ii). Please see the below Justification of other than Full and Open Competition for further details. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETIOTION (or SOLE SOURCE) 1)FAR Statutory Authority cited: 6.302-1, Circumstances Permitting Other Than Full and Open Competition. The Government has already established a history with Brubaker Inc, in designing the Era III room with the screen-printed labels and photographs. It is important, in order that the Government keep the consistency and methodology on in the new redesigned exhibit. 2)Nature and description of the supplies or services required to meet the agency's needs. The exhibits at the Jimmy Carter National Historic Site Museum are used by visitors to learn more about the 39th President and his wife. 3)A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights etc.) The National Park Service is mandated to educate the public about President and Mrs. Carter and how Plains and its environs have shaped the views and beliefs. The exhibit area of ERA I room will be redesigned using an existing, fully produced exhibit and other display cases that were donated to the Jimmy Carter National Historic Site by the Jimmy Carter Presidential Library and the Carter Center which would amount to a substantial savings to the NPS. This exhibit was original designed by Dale Brubaker Designs. 4)A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted. To go out and find another source to re-design the current exhibit would be a loss of financial resources and will not be consistence with other exhibits. 5)Any other facts supporting the use of other than full and open completion: Due to the special circumstances and the unique knowledge of the designer, no other designers were capable for the same design that already exists 6)A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None
