- The Contractor shall provide all management, supervision, personnel, rotary wing aircraft, aircraft replacement/repair parts, fuel, firefighting foam, and any other items and services not government furnished necessary to provide Natural Resources Aerial Support Services, as defined in the work statement, to the Natural Resources Management Branch, DPW, Fort Hood, Texas. The environmental operational support flight missions on the Fort Hood Military Installation include fire suppression flights; endangered species habitat protection from wildfires, wildfire suppression, and non-fire suppression flights; monitoring the effects of training activities in endangered species habitat(s), oak wilt vegetation monitoring surveys, wildlife invasive species surveys and control of feral hogs. During the environmental operational support flight missions, government personnel aboard the aircraft will perform observational crewmember tasks as related to their job function. The Contractor shall provide one five-place turbine powered helicopter and one seven-place turbine powered helicopter to support this requirement. This action will be conducted as a commercial service acquisition in accordance with FAR Part 12 (Acquisition of Commercial Items) in conjunction with the policies and procedures for solicitation, evaluation, and award under FAR Part 15 (Contracting by Negotiation) (lowest priced technically acceptable (LPTA) source selection process). This procurement is unrestricted. The North American Industry Classification System (NAICS) code applicable to this requirement is 481219 (Other Nonscheduled Air Transportation) and the Small Business Size Standard is $14M. Offerors who are classified as Large Businesses (under the NAICS code assigned to this requirement) will be required to submit a Small Business Subcontracting Plan with their initial proposal in accordance with FAR 52.219-9. The resultant contract will be a firm fixed-price contract consisting of a base period beginning 1 August 2012 through 30 April 2013, and four one-year option periods. The Government anticipates issuing a Request for Proposal (RFP), W91151-12-R-0022, on or about 29 May 2012 with a tentative closing date of 29 June 2012. The RFP will be available for downloading at the Army Single Face to Industry website at https://acquisition.army.mil/asfi. No paper copies of the solicitation will be mailed and telephone requests will not be honored. Offerors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. In order to be eligible to receive an award, the NAICS code identified above must be listed on the offeror's CCR profile at the time of solicitation closing AND on the date the contract is awarded. Offeror's pricing, any required licenses/certifications, and representations and certifications shall be submitted with proposal. All responsible, responsive and timely proposals will be considered for award.
