- SUBJECT: Student Conservation Association Interns and project staff to conduct Cycle 3 of US Fish & Wildlife Services Trails Inventory.This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12:00 PM, Friday, May 11, 20012 by sending an e-mail to Pedro_Rubio@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 9 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Student Conservation Association FOR : Student Interns and project staff ON: May 11, 2012 NAICS: 541611 Administrative Management and General Management Consulting Services AUTHORITY: 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: A Sole Source cost-sharing award to the Student Conservation Association, Inc. (SCA) for one project coordinator and 6 interns is required to conduct Cycle 3 of FWS Trails Inventory. Data collected will be added to the FHWA Roads and Trails Inventory Data base. SCA interns have previously provided these interpretation and educational services under a cooperative agreement; the USFWS/SCA National Agreement expired, therefore we request this sole source award to maintain continuity of service with the exiting project. An Indefinite Delivery- Indefinite Quantity (IDIQ) Contract is proposed between the U.S. Fish and Wildlife Service and The Student Conservation Association, Inc. to facilitate cooperation between the U.S. Fish and Wildlife Service (FWS) and The Student Conservation Association, Inc. (SCA) for the following student conservation programs: Internships (Short and Long-Term); High School Conservation Crews; Conservation Corps; Career Discovery Internship Programs; Wilderness Internships; Trails Inventory Program; Tribal Internships; and Wilderness Fellows. The anticipated IDIQ award is May 2012; prior to the award of the IDIQ, the FWS is establishing stand alone Purchase Orders to support current requirements. No further actions were taken to locate other sources for this requirement, as an IDIQ was anticipated to be in place by May 2012; however, the IDIQ award date has been postponed.
