- SOW RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA Southwest Region Protected Resources Division located in Long Beach, CA is seeking for a contractor to perform the following tasks: A. The vendor shall conduct work in communities throughout Northwest Mexico (Baja, California Sur) to create a grassroots network that will promote environmental awareness, create a sense of environmental pride within communities, empower future conservationists, and aid inthe global recovery of endangered sea turtle species. This will be accomplished by educating and engaging communities through community visits and festivals, and through tools such as the Sea Turtle Bus (Tortuga Movil), sea turtle costumes and promotional materials. B. The vendor shall identify areas where high or moderate sea turtle mortality (either through direct harvest or incidental bycatch in fisheries) occurs, coordinate with local communities and fishing organizations, and help to educate and communicate the need for conservation of sea turtle populations and reduction of threats to ensure recovery of the species. Outreach materials shall be developed to be used in workshops, meetings, festivals, etc. C. The vendor shall work in approximately 15 communities throughout the peninsula and the Sea of Cortez, reaching approximately 5000 individuals. This will be accomplished through participation in a minimum of 4 sea turtle festivals and events, direct support of a minimum of 3 sea turtle festivals and events, 6 trips in the Tortuga Movil (or sea turtle bus), 6 appearances by sea turtle costumes and the distribution of numerous outreach materials including books, stickers, bracelets, t-shirts and canvas bags. D. The vendor will provide a report detailing all work done in the field. This report will include quantitative details such as name and number of communities visited, dates, and people served. This report will also contain copies of any materials created for the education work, includingpresentations, books, reports, etc.The entire solicitation is attached. The North American Industry Classification System Code (NAICS) of this procurement is 541620 with a small business size standard of $14.0M. The government intends to issue a firm fixed price contract for base year plus two option years. The base award period of performance shall commence approximately June 1, 2012 through May 31, 2013. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. Vendors responding to RFQ must submit technical proposal and documentation that demonstrate qualifications. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote is considered to be technically acceptable at lowest evaluated price.
