- National Mall and Memorial ParksNAMA 151062 The National Park Service (NPS), Department of the Interior (DOI), intends to solicit proposals from construction firms having the capability to perform the work described below. SOLICITATION NUMBER: P12PS20333 PROJECT DESCRIPTION: Perform Repairs to Failed Slurry Wall/Pool Membrane and Drainage System at World War II Memorial, National Mall and Memorial Parks, Washington, D.C., NAMA 151062. The offeror selected shall furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of this project. The scope of this project is to repair the slurry wall located on the West edge of the WWII Memorial has failed. The slurry wall was designed to be substantially watertight, but has developed leaks. The leaks are on the west slurry wall and has sufficient hydraulic pressure forcing the water to spray onto the interior CMU wall (west wall of the pump room). The water leak has saturated the CMU and streams beneath the 225KV transformer and main electrical distribution panel (which are to be moved as part of this contract) that sit against the wall. Further, the perforated piping (drainage pipe) that rests between the slurry wall and the CMU wall is blocked from the mortar that was used to build the CMU wall. This drainage piping requires reconstruction so it can perform as it was originally designed. ACQUISITION INFORMATION: This procurement is being offered as a full and open competition, although the NPS encourages the participation of small business, disadvantaged, and women-owned business enterprises. Large businesses will be required to submit a subcontracting plan. A negotiated firm-fixed-price contract will be awarded requiring submission of both a technical and a price proposal (separately) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 36, Construction and Architect-Engineer Contracts. The government will consider an offeror's technical capability, past performance, and price to determine the best value (trade-off process) to the government. The NAICS code for this project is 238190 and the small business size standard is $14.0 million. In accordance with FAR Subpart 36.204, the price range for this contract is between $1,000,000 and $5,000,000. The contract duration is 365 calendar days following the notice to proceed. CENTRAL CONTRACTOR REGISTRATION (CCR): Offeror's are required to maintain an active registration in CCR, at www.ccr.gov, in order to conduct business with the Federal Government.
