Description
Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI) plans to procure the manufacturing services to produce 32 mg of recombinant human IL-15 (carrier free) nonantibody protein to be used in Building 10 on the Main Campus of The National Institutes of Health (NIH). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 325414 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. By combining expertise in both cancer and retroviral vaccines, the Vaccine Branch aims to promote cross-fertilization of ideas and progress in both areas in a unique way that is not duplicated elsewhere. The Branch conducts a program of clinical and laboratory research designed to 1) elucidate basic mechanisms of immune response and molecular virology, and 2) apply these to the design and development of vaccines and immunotherapy for the prevention and treatment of cancer and AIDS, as well as viruses that cause cancer. This requirement is for the manufacture of 32 mg of recombinant human IL-15. In other animal models, NCI has previously shown that IL-15 as a vaccine adjuvant can induce better quality cytotoxic T cells that have higher avidity for antigen and that are longer lived. NCI is developing an HIV/SIV vaccine using the non-human primate model, and IL-15 will be one of the HIV vaccine adjuvants. NCI is also looking at the ability of IL-15 to synergize with other immunomodulatory agents in the vaccine. The contractor shall provide recombinant human IL-15 with the following salient characteristics: 1) Description: - Recombinant Human IL-15 (Carrier free) - Total Amount of Product: 32 mg - Product Concentration Required: >1mg/ml - Preservatives & Concentration Required: (e.g. sodium azide) Carrier free - Storage Buffer: 1xPBS/NaN3 for purified - Vial Size: (e.g. 1 x 10 mg or 10 x 1 mg) - Endotoxin Level: Standard is < 0.1 EU/μg of the protein (< 0.01 ng/μg of the protein). - Preferred Shipping Arrangements: (e.g. blue ice, dry-ice, etc.) Dry-ice 2) QC Test the product according to provided specifications by NCI COTR. Potential offerors may request a copy of the solicitation from Terry Galloway, Contract Specialist via electronic mail at gallowayt@mail.nih.gov or fax (301) 402-4513. Interested parties shall include the name of company; complete mailing address; point of contacts, phone, fax numbers, and email address; company DUNS number and business size. All questions shall be in writing and addressed to the Contract Specialist noted above. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA). Reference: RFQ-NCI-120063-TG on all correspondence.
