Description
Statement of work This is a combined synopsis/solicitation Request for Quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-NOI12078 issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-08 effective April 18, 2012. The associated North American Industry Classification System (NAICS) Code is 541711 which has a business size standard of 500. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. Small, small disadvantage, minority, veteran owned, 8a and HUD zone companies, etc are encouraged to submit quotations. All responsible sources may submit offers that will be considered by this agency. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to procure reactive antigen microarray analysis and hands on training for a period of four weeks. The following factors shall be used to evaluate offers : 1) Technical capabilities, 2) performance, 3) Price, etc.. Place of delivery NIH/NIAID, Rockville, Maryland 20852. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination Net 30. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; Far 52.212-3, Offeror Representation and Certifications - Commercial Items; Far 52.212-4, Contract Terms and Conditions -Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). In order to be considered for an award, an offeror must have completed the electronic Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award]. All responsible sources may submit offers that will be considered by this agency. Offers must be submitted no later than 4:00 p.m. Eastern Time (ET), 05/16/2012.
