- The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to F&J Specialty Products, Inc., for purchase of ten (10) Multi-Function Data Loggers. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. The Radiation Network (RADNet) DNRMS is a package system that contains radiation detection equipment providing real-time measurements linked to satellites for data access within minutes after placement. Each unit is self-contained with radiation detection equipment, data logger, satellite up-link, GPS, meteorological collection device and data retrieval hardware. Data loggers are elecronic components configured with F&J proprietary software and are the central part within the deployable unit in collecting, consolidating and transmitting data to both the Las Vegas and Montgomery Laboratories for data analysis. The design of both the high volume and low volume air sampler weather housings have limited internal space and are equipped to mount the F&J air samplers and Data Loggers. The internal design of the high volume weather housing (where the Data Logger resides) has limited space and can only support the physical specificati ons of the F&J Data Logger. Furthermore, proprietary software and the physical requirements of the F&J Data Logger are designed to integrate the RadNet-DNRMS system and connect to (7) components by RS 232 serial connectors. Any change to either the physical or sofware design would require a modification to the RadNet-DNRMS monitor that would exceed the replacement cost of the F&J Data Loggers. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
