- Description
- In May 2012, the U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPOAD) intends to solicit full proposals for the Domestic Nuclear Detection Office (DNDO) under a Solicitation for the Small Business Innovation Research (SBIR) program in direct support of the DNDO mission. The Solicitation will solicit proposals of Nuclear Detection Technology that may lead to a dramatic improvement in national capabilities in radiological/nuclear detection and interdiction. The Solicitation will be issued to only small business concerns (SBC) as defined in the 2002 Policy Directive. Any SBCs that wish to participate and/or submit a proposal in response to the Solicitation must submit before the due date and time established in the forthcoming Solicitation to dndosbir12proposals@hq.dhs.gov; there will be no exceptions. No phone calls will be accepted, and the Solicitation will be issued via FedBizOpps in electronic copy only. Offerors are encouraged, but not required, to have a CAGE code and DUNS number at the time of proposal submission. However, companies must obtain these before a contract can be awarded to a successful Offeror under this Solicitation. The Offeror must be registered in the Central Contractor Registration (CCR) database and the Online Representations and Certifications Application (ORCA). The CCR allows Federal Government contractors or concerns interested in conducting business with DHS to provide basic information on business capabilities and financial information. To register, visit http://www.ccr.gov or call 1-888-227-2423. Follow instructions found on the CCR website on how to obtain a Commercial and Government Entry (CAGE) code and Data Universal Numbering System (DUNS) number. ORCA is a web-based system that centralizes, standardizes, and moves the collection and storing of contractor representation and certifications online. To register in ORCA, visit http://orca.bpn.gov/. (Note: CCR and other systems will be migrating to the System for Award Management (SAM) over the coming months. All interfaces with CCR will change. Please see https://acquisition.gov/ for additional information.) The Proposals are to be Firm Fixed Price (FFP). This requirement is being solicited as a 100% Small Business Set-Aside for Small Business Concerns (SBCs) and Socially and Economically Disadvantaged SBCs.
