Description
The Department of Energy (DOE) is pursuing a sole source contract with RobertsInternational, LLC for support services under FAR 6.302-1, One Responsible Source. The estimated level of effort is 140 hours annually for the base year and each of the two option years. The approximate contract period of performance is 07/01/2012 through 06/30/2015, which consists of a one-year base period with two one-year options. The work areas that the contractor is responsible to perform include independent review and analysis of the Office of Fusion Energy Sciences position on the ITER Project for the international demonstration of the scientific and technical feasibility of fusion energy. The Contractor will assist DOE with the identification and analyses of key factors in the development of strategic responses to issues placed on or intended for the meeting agendas of the ITER Council, the Management Advisory Committee (MAC), the Science and Technology Advisory Committee (STAC), the Contact Persons Working Group, and other working or ad hoc groups. The analyses will include, but not be limited to, articulation of, importance of, timing of, and interactions among the factors as well as the positions held by the other Parties (where possible), particularly in relation to US positions on these factors. The estimate of cost for the base year is $17,500.00 plus travel costs. If the options are exercised, the total value of this effort is estimated to be $173,988.00. The proposed effort is anticipated to be partially funded with future funding subject to their availability in future DOE budgets and DOE needs. The statutory authority for permitting other than full and open competition for this award is Public Law 98-369, the Competition in Contracting Act of 1984 (CICA), as codified in 41 USC 253(c)(1), and implemented by FAR 6.302-1(a)(2), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. RobertsInternational, LLC has the highly specialized personnel, who are very familiar with domestic and international aspects of the program. The North American Industry Classification System (NAIC) Code for this requirement is 541690. Businesses who believe they have a superior solution to DOE's proposed award to the RobertsInternational, LLC must respond in writing to the Contract Specialist. The written response must include a general technical proposal for performing the services mentioned in this announcement, past performance client information for similar work within 3 years, resumes of individuals with relevant professional qualifications who would be potentially assigned to the work and a rationale as to why your solution would be in the Government's best interest. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
